These enhancements were <br />developed in response to a citizen request originating in the Traffic Operations Office. <br />A copy of the citizen request is included in Attachment A. The following sections <br />summarize the projects background and purpose, data collection, conceptual design, <br />and preliminary opinion of probable cost. <br /> <br />Background and Purpose <br /> <br />The intersection of Collins Avenue/SR AlA and NE l63rd Street/SR 826 consists of <br />two (2) signalized intersections and a series of interconnecting ramps. Additionally, a <br />frontage road (Business Loop) provides access to land uses in the center median area of <br />SR 826 west of SR A I A. The complex traffic flow patterns and the lack of a <br />continuous pedestrian route along the west side of SR Al A result in poor pedestrian <br />connectivity/access within the area. Currently, pedestrians are utilizing substandard <br />brick paver paths along the interconnecting ramps on the northwest quadrant of the <br />intersection area to (1) visit businesses within the Business Loop and (2) traverse the <br />intersection along the west side of SR Al A. This route requires pedestrians to cross the <br />existing southbound to westbound two (2) lane ramp (Ramp A) at an unmarked <br />crossing with inadequate sight distance. Additionally, pedestrians along this route <br />either (I) cross the westbound Business Loop at an unmarked crossing or (2) walk <br />within the Business Loop roadway. Refer to Attachment B for available as-built <br />information, Attachment C for project site photos, and Attachment D for an aerial <br />photograph. <br /> <br />The purpose of developing a conceptual plan is to address the existing pedestrian <br />deficiencies within this study area to provide adequate connectivity along the west side <br />of SR Al A as well as to the land uses within the SR 826 Business Loop. <br /> <br />Data Collection <br /> <br />Pedestrian/bicyclist volumes and crash data were collected and reviewed as part of the <br />development of this conceptual design.
