Further <br />investigation is recommended. Additionally, the landscaped lawn island appears to <br />serve as a retention area during storm events. Future design plans will need to address <br />this issue to ensure that drainage in the area is not adversely impacted by the <br />construction of the proposed sidewalk. The eastern edge of the proposed sidewalk will <br />be at a higher elevation than the existing retention area. Therefore, the conceptual <br />design includes the installation of a wall and associated railings within this area. <br /> <br />The proposed sidewalk enhancements terminate at the existing curb ramp located on <br />the east side of the Business Loop/NE 163rd Street eastbound intersection. <br /> <br />Intergovernmental Coordination <br /> <br />The City of Sunny Isles Beach was contacted regarding the proposed conceptual plan. <br />City staff had no objection to the proposed improvements but stressed that the <br />following items need to be coordinated with the City during the development of <br />construction drawings: cap rock removal, landscaping removal and replacement, <br />irrigation removal and replacement, the use of brick pavers in lieu of standard concrete <br />sidewalks, and textured crosswalk treatment. It is noted that certain enhancements to <br />the proposed improvements beyond FDOT's design standards may require additional <br />funding from the City of Sunny Isles Beach. <br /> <br />Opinion of Probable Cost <br /> <br />An opinion of probable cost was developed for the conceptual improvements as <br />summarized in Attachment H. Pay items were obtained from FDOT's most recent <br />Basis of Estimates. Unit prices were was generally based upon the most recent version <br />ofFDOT's Pay Item Cost History for Area 13. Furthermore, additional amounts were <br />added to the project subtotal to account for mobilization; maintenance of traffic; <br />clearing and grubbing; engineering, construction inspection, and permitting; <br />contingencies; and a premium to account for the small size of the project. It should be <br />noted that additional costs associated with potential drainage impacts were not included <br />in the estimate. Future investigation of this issue is recommended to identify the <br />potential additional costs. The preliminary estimated project cost is $142,000 for <br />standard concrete sidewalks and crosswalk treatments. The project cost is estimated to <br />increase to approximately $167,000 with brick paver sidewalks and textured crosswalk <br />treatments. Please note these costs are based upon the concept plan and are subject to <br />change as the design is further refined. <br /> <br />Conclusion <br /> <br />The existing pedestrian network in the area of Collins Avenue/SR AlA and NE 163rd <br />Street/SR 826 warrants enhancement. The proposed concept plan, if implemented, <br />would provide a continuous sidewalk facility along the west side of SR Al A within the <br />intersection area and provide connectivity to the existing land uses within the Business <br />Loop. <br /> <br />As outlined in the conceptual plan, the most significant design and construction <br />challenges for this project are as follows: <br /> <br />. Required removal and replacement of existing landscape material, sidewalks, <br />and irrigation within the intersection area. Future coordination with the City of <br />Sunny Isles is recommended to address this issue during final design <br />
