The Municipal Home Rule Powers Act and the Florida Con- <br />stitution provide that cities in Florida have the authority to govern themselves locally, independent <br />of state control. <br /> <br />Preserving Home Rule, educating citizens on this valuable right, and maintaining a focus on those <br />issues that directly affect self-governance, service delivery and the quality of life of each municipal- <br />ity are essential goals of the Florida League of Cities. <br /> <br />The League established its first insurance program in 1977 to provide Workers' Compensation cov- <br />erage and services to governmental entities. Early success of the Workers' Compensation program <br />soon led to the establishment of trusts for the Liability, Property and Health lines of coverage. This <br />firmly established the League as the recognized leader of such services in the state of Florida. <br /> <br />In 1987, the FLC opened its Public Risk Services office to administer the programs in-house. Subse- <br />quently, the insurance programs were consolidated under the name the Florida Municipal Insur- <br />ance Trust (FMIT). <br /> <br />The FMIT, governed by elected officials, is a non-assessable, non-profit, tax-exempt risk sharing <br />pool. The Trust currently provides insurance services for nearly 600 public entities in Florida, of <br />which 250+ are municipalities. The Trust maintains superior financial stability, presently high- <br />lighted by $417 million in assets and $225 million in surplus. We currently insure over $7.5 billion <br />in total insured values. The League administers every facet of the FMIT's operations from claims <br />handling to rate development; and as such, has produced unparalleled claims paying ability and <br />equity returns for its membership. <br /> <br />2 <br />
