Special City Commission Meeting Summary Minutes

May 7. 2002

City of Sunny Isles Beach. Florida

Public Speakers: Nina Gladstone, Project Manager; Larry Kline; Cecile Sippin; Ann
Desjarden; Mary Rosenstein

Mayor Samson asked if they would be ready to go by March 2003, and Ms. Gladstone said
yes, noting that the construction of the shell of the Tony Roma restaurant was scheduled to
take six months, with another 90 days for build-out. Ms. Gladstone reviewed artists'
renderings of the proposed City Hall.

Larry Kline explained that if approved the City Hall would be 52,000 square feet, with three
stories of parking garage providing 115 spaces. The Commission Chambers will have an
exterior of reflective tile, will appear to float over water, and will seat 100 guests. There will
be 1,100 square feet for a post office. It will have two elevators for City functions and one
for the Police Department. Vice Mayor Iglesias asked them to determine the cost of up-
lighting the Royal Palm trees, and Mr. Kline said that they would like to see that happen, as
well as up-lighting from the water lighting the Commission Chambers exterior. The Library
would occupy about 7,500 square feet. The separate restaurant building will be 7,600 square
feet, have outdoor seating and have approximately 100 surface parking spaces.

Mayor Samson said he wanted the terraces eliminated, or redesigned considerably. Mr.
Kline said they would use a very low maintenance pre-cast concrete with the appearance of
stone for the exterior of the office tower, and dark polished stone (perhaps granite) for the
exterior of the stairs/elevator tower. There will be a screened trellis for the roof of Tony
Roma's to hide the equipment from view. City Hall's equipment will be at the top of the
elevator tower, also hidden from view. The second floor will have the Police Department;
one-quarter of the third floor will have the Police Department and three-quarters City
Administration; and the fourth floor will be Administration and City Commission offices.

On the issue of possible expansion of the building for future additional office space needs,
Mr. Kline said it was not in the plans and the City Manager said he saw no need for
expansion. The plan for the garage does not include support for an additional floor.

There was a consensus among the members of the Commission in support of the design.

6.
