Summary Minutes: Regular City Commission Meeting October 19,2006

City of Sunny Isles Beach, Florida

park, and that they will need to discuss what that should be. City Manager Szerlag said if the
Commission tells them to proceed, they will contact Kathy O'Leary the City's Landscape
Architect to work on uplighting the landscaping around the signs as well. Assistant City
Manager Vera said we would come in with a contract if the Commission agrees for them to
proceed, and the first sign takes approximately six weeks to build it in the warehouse and
they put it up on the site in less than a week, and they will be up before Christmas. Mayor
Edelcup said to make sure there is lighting and landscaping there.

Public Speakers: Jack Gervais

Jack Gervais of Graph Plex Signs said they will also need to get the permits to install the
signs, in addition their thinking was that the parks would take on a certain appearance to
brand the City of Sunny Isles Beach and then the locations would take on a different,
although they would be in the same family, it would help brand the parks versus the
residential areas.

Mayor Edelcup said it was an excellent presentation and we will all enjoy the benefits and it
will help identify the community and the residential areas to visitors of the City.

Commissioner Iglesias moved and Vice Mayor Brezin seconded a motion to move forward
with the two styles of signs, and Assistant City Manager Vera noted the locations as
well. The motion was approved by a voice vote of 5-0 in favor.

12D. Add-On:
Discussion regarding Use of General Fund Balance to Advance Infrastructure
Construction for 172nd Street.

Action: City Manager Szerlag reported that W ASA is going to install a 16-inch sanitary
sewer line on 172nd Street beginning at Collins A venue through its terminus at North Bay
Road, and we have planned to budget Fiscal Year 2007/2008 some City infrastructure
projects, drainage, sidewalks, undergrounding ofFPL as well as lighting. He said if we do
nothing this fiscal year, what is going to happen in terms of tearing up 172nd Street is that
construction will start with the W ASA project, probably in January 2007 and run through the
summer and there will be a four to five month time lag and then the City will go in for six to
eight months more to do its project. He said money is not budgeted this year but he would
like to get input from the Commission just so that the Commission becomes cognizant that
he would like to expedite the infrastructure on the City's behalf to avoid having the area of
172nd Street being under construction for a less time frame so that when it is open, although it
will be a little longer, we won't have to go back three or four months later and open it up
again. He said he would follow all purchasing and procurement protocols but would be
requesting to take the funding out of a budget amendment utilizing the General Fund balance.
It was the consensus of the City Commission to move this ahead simultaneously as we have
the reserves there.

15
