Summary Minutes: Special City Commission Meeting September 28, 2006
Second Budget Hearing

Sunny Isles Beach, Florida

Mayor Ede1cup stated that there is to be no decal parking in those four parks and the
Commission agreed.

Mayor Ede1cup said a while back we had discussed the feasibility of providing part of the
parking area under the Lehman Causeway for residents who had vehicles other then cars,
such as commercial vehicles, taxi cabs, small trucks, or business vehicles and we were going
to do something to make an accommodation for those people that they could rent space for
those vehicles over there. He said he would like staff to come back to the Commission with
a proposal along those lines that we can advertise to the residents that live here that if they
own a taxi cab or whatever and they can't park it in their own condo, and we don't have off-
street parking for them, they can bring it over there for some kind of rate yet to be
determined. He said it can also include people that have boats on trailer hitches where they
have to put them somewhere, we can provide another amenity for the people of the City.
City Manager Szerlag said we can add that to the October meeting. Commissioner Goodman
asked if they would put that all the way to the back of the parking area and Mayor Ede1cup
said yes that is his understanding. He said it will bring us revenue and also solve some ofthe
problems which some of the people in the community has expressed.

. Commissioner Goodman asked about permitted parking in some of the areas where the
condos are and the parking meters on North Bay Road and 174th Street, parking around the
Church, around some of those areas where there is permit parking. Code Enforcement and
Licensing Director Robert Solera said when we come back on second reading for the Parking
Authority, since we are striking the possibility of having monthly parking meters for
residents, we could create an area specifically under the William Lehman requesting to have
specialized parking and that would include commercial vehicles, boats, etc., and we would
charge either a monthly fee or an annual fee for those residents. He said we will specify on
the ordinance what type of commercial vehicle we will allow, perhaps someone has an 18-
wheel truck to park, and we have had that issue a couple oftimes where people were parking
their I8-wheelers on North Bay Road, so we may want to take those out of the contents of the
Ordinance. Mayor Ede1cup said right we wouldn't want to have 18-wheelers or buses parked
in there, and on the other hand some people may have three cars and only two parking places
in their building. Mr. Solera said for that specific reason we are creating a resident only
parking 24-hours, you can have a number of cars, and a number of different permits attached
to each vehicle. He said on North Bay Road we have resident only parking and it is not
going to be metered, it will allow residents to be parked there as long as they have a decal.

Commissioner Goodman said behind City Hall where the parking places are there are no
parking meters there and he has seen 18-wheelers parked there, and Mr. Solera said behind
City Hall along Atlantic Boulevard from 183rd south to 178th there is not going to be
allowance for any commercial vehicles, and there is going to be resident only parking and a
three-hour minimum for City business, and there will be signs posted that will stipulate that.
Commissioner Goodman said by Publix there is parking also, and Mr. Solera said that is
correct on the north side of the street next to Publix. Commissioner Goodman asked ifthat is
legal parking on the south side ofthe street, Mr. Solera said it is legal to a certain point, it
should be parallel parking not head on parking which is being done at this point and they are
addressing that with the owner which is RK.

5
