A Resolution ofthe City Commission ofthe City of Sunny Isles Beach, Florida, Approving
an Agreement with Calvin Giordano & Associates, Inc. for Conducting a
Hydrogeological Investigation for the Central Island Drainage System, in an Amount
Not to Exceed $59,740.80, Attached Hereto as Exhibit "A"; Authorizing the Mayor to
Execute Said Agreement; Authorizing the City Manager to Do All Things Necessary to
Effectuate the Terms of the Agreement; Providing for an Effective Date.

Action: City Clerk Hines read the title and City Manager Szerlag reported.

Public Speakers: Shahin Hekmat

Commissioner Iglesias said he met with Shahin Hekmat of Calvin Giordano and Associates,
Inc. and the engineers from Beiswenger, Hoch & Associates, Inc. (BHA), and City Manager
Szerlag and Assistant City Manager Vera. He said he was shocked that we didn't do a
percolation test because of utility verification which is basically where we run into a lot of
the field problems. He said that Hugo Guevara, from BHA went by FDOT and he asked him
again and he still felt comfortable that the floor rates were good and they exceeded the factor
of safety of what DERM is using. Commissioner Iglesias asked if we can use these three
walls in the final project since we are going to be using them, and Shahin Hekmat said yes.
He said since the last meeting there was some discrepancy on not getting the as-builts from
the City of North Miami, there were two areas that we had a problem and Calvin Giordano
was going to go and check it out. Mr. Hekmat said they picked up the as-builts from the City
yesterday and they have prepared the package that is going to BHA tomorrow morning.
Commissioner Iglesias asked if he we are pretty close where there will be no conflicts, and
Mr. Hekmat said until that information is transferred to the plans that BHA has prepared, we
are not going to be able to determine that. He said at that point we can see what areas that we
may have conflicts with and then we can come up with a list of conflicts that we need to go
out there and verify.

Commissioner Iglesias said if there is something that is close, it is going to be well worth
spending the money to go out there and do some soft digs to find out if there is any location
because if we have to go out to the field and do it, it is going to cost us 10 times more.

Commissioner Iglesias moved and Commissioner Thaler seconded a motion to approve the
resolution. Resolution No. 2006-983 was adopted by a voice vote of 4-0-1
(Commissioner Goodman absent) in favor.

11
