City Manager Szerlag said that is a
good point and noW that we have our own in-house Engineer that is licensed in the State of
Florida, in the future we will be able to discern whether we want to have the general
engineering firm that develops the specs do construction management services and special
design services or have someone else do that, and we will advise upfront on that point. He
said as to the bid, this is not an extra cost because in the original bid these services were not
included, noW they are included. Commissioner Iglesias said once the design is complete,
FDOT's typical practice is that you have money set aside, usually 10%, for post design
services, because you will always have problems like utility verification, busted pipes,
abandoned utilities, etc.

City Manager Szerlag said that this project did come in under the City's estimate and the low
bidder was $1 Million Dollars less than the second low bidder. He said the benefit of a
Construction Manager is on what you don't see, you don't see a lot of change orders, you
don't see faulty materials, you don't see construction delays. Commissioner Iglesias said that
we had ca\culated over $4 Million Dollars at the beginning, it carne under $3 Million Dollars
and FDOT is giving us the $3 Million Dollars.

Commissioner Iglesias moved and Vice Mayor Thaler seconded a motion to approve thc
resolution.
