Summary Minutes: Regular City Commission Meeting March 15, 2007

City of Sunny Isles Beach, Florida

restricting that amount so that it is not transferred to some other need and then we find later
on that we don't have it to pay this, and it may be that we never pay this accrued
compensation because it may be used rather then paid. He said what he is also suggesting is,
from year to year we just adjust incrementally up or down the Reserve Fund to match the
liability, and basically in effect, pre-fund that liability and not have to worry about funding it
as a more conservative approach to this.

Mayor Edelcup said that the year ended September 30, 2006, and we are almost at the end of
March, what can be done to make sure that we get the report delivered to the Commission on
a more timely basis. He said that we previously had discussions on this and he believes that
90-days after a fiscal year end is sufficient to get a audit report to the Commission and really
it has turned into 180 days and that is not adequate in his way of thinking. He asked Mr.
Mathews to address that with Gerry Chioca and get back to management as to what can be
done in the future so that we get the report no later than our January meeting.

The Audit Report was accepted as amended, by a voice vote of 5-0 in favor.

6.
