Summary Minutes: Regular City Commission Meeting January 17,2008

City of Sunny Isles Beach, Florida

attempting to get a change order to have that happen without barricades and make it as non-
obtrusive as possible but we do need to do something to protect that area with the drainage,
and while they are at it, they want to enhance that area and create an improved vision. He
said the Contractor has done everything that he can do, we have stayed in touch daily, and
they have worked to get those light standards here.

Mayor Edelcup asked how long the barricades have to be up. Public Works Director Conner
said that the Contractor came to him two weeks ago and said that he is going to have a
problem but he will get everything done that he can do until those light standards get here,
and that the business people are going to be upset because they are going to look out the
window and see nothing happening and will think we just walked offthe job, but he just has
to have the light standards. He said they spoke about moving the barricades out of the way,
including where to store them so they can be accessible for the job and finally decided on the
north east bound cut-through under the bridge ramp. He said we would keep that blocked off
as it is now and do all the staging there and put all the barricades there and give them access,
but after they discussed it because of the timing they would have about a week and a half
where the barricades wouldn't be there, and then they will come back and put up the
barricades again.

Mayor EdeIcup said what if the lights aren't there in time, isn't it better to remove the
barricades until such time that the lights are there, and Mr. Conner said that they can do that
as long as the businesses understand that they will come back and they were concerned of
that impact. Mayor EdeIcup said whatever they can do to make sure the businesses have a
better opportunity to succeed we should be doing that and he would be in favor of removing
the barricades until those lights come in and if they are delayed at least they have had the use
of it until they have to put them back up, and putting the lights up will be a quick job. Mr.
Conner said that they will be using the barricades on the south side but they can't stage them
over there because we can't allow the lanes to be closed. Mr. Conner said if they can
ascertain a date, and it is less than two weeks when the lights will be delivered, he would
recommend to just keep them up, and Mayor Edelcup said to try to get as close to a certain
date as you can.

Mr. Perez said his question is not so much the barricades but the process ofthe pavers, there
has been a section west from Ruby 1's, the pavers were put down by about 30-40 workers
which was amazing on Monday and Tuesday, and on Wednesday and Thursday there has
been no progress, it just stopped, and the end is right in front of Ruby 1's, they could have
continued doing the pavers and it would have been completed, and the last stage he would
imagine are the light poles and then removing the barricades. Public Works Director Conner
said that he would check that out.

Commissioner Goodman said that part of Sunny Isles Boulevard where they put up all the
blue signs and they had the entrance to the back, is he correct when he says you can't park in
front of your premises even if it is not being fixed, you have to go around the back. Mr.
Perez said yes but the store front is covered by a barricade, when you are driving in traffic
you can't look around as you are focusing in front of you, and he has put money into the
advertising, the sign, and beautifying the property itself and there has been no return on it, the
only way is for this to be finished. He said they had discussed back in November their

21
