Summary Minutes: Regular City Commission Meeting February 21, 2008

City of Sunny Isles Beach, Florida

city that has such a great Police force and he knows that they have been recognized
throughout the world, and he thanked Chief Maas who has worded diligently these past lO-
Il years to build this Police Department into the shape that it is in today. He is pleased that
this is resolved and that we are taking steps to make sure that we review this on a bi-annual
basis instead of waiting every five years.

Chief Fred Maas said in those ten years we made a commitment to go out and find the very
best in police officers who would never say no to anything that they were asked to do, and
the City has thrived as a result of the safety of the community and the reputation of safety
that the City offers and by virtue of that, he thinks the officers have thrived as a result of this
Commission never having said no to them, and he does think that it was a tremendous boost
for both sides when the City Manager stepped in along with the Commission's support and
said, let's talk and get this done. He said they feel very fortunate with this Commission and
especially that the Commission is doing this in a very tough time as there are people out there
struggling. They owe the Commission, and everyone that worked on this, a debt of gratitude,
and he thanked them for their support.

Michael Braverton, Esq., representing the police officers, said he was pleasantly surprised as
he had not had an opportunity to work with the City Manager, however he has had the
pleasant experience of knowing the Chief for a long time and a number of the City's officers.
He said he has been doing this for a long time and he said the group that he represented are
overwhelmingly happy with what has taken place and it really is a credit to you all to go out
and use this type of model. He said he is a traditional union type of guy, he represents the
union, the PBA's and that is his home, but when he came here he saw a group that was
genuinely interested in reaching an agreement and getting what was needed for these people,
and he appreciates it very much and thanked the Commission.

City Manager Szerlag said it was very easy to do with the direction that he received from the
Mayor and Commission and he thanked them for their latitude. Commissioner Brezin said
this Police Department takes care of us, and it is our responsibility in turn to take care of our
policemen.

Commissioner Goodman moved and Commissioner Brezin seconded a motion to approve
the resolution. Resolution No. 2008-1219 was adopted by a voice vote of 4-0-1 (Vice
Mayor Thaler absent) in favor.

10C.
