Summary Minutes: Regular City Commission Meeting February 21, 2008

City of Sunny Isles Beach, Florida

resolution, we need a second resolution to transfer the funds and that is what we are doing
here, and Mayor Edelcup said that is correct, this is saying the source of the funding is going
to come, and the only place it can come from is surplus. City Manager Szerlag said in an
example is that more often then not what you will see is a recommendation and in the
recommendation letter the last paragraph of every memo indicates one of two things, funds
are available in a certain account number, or an amendment will be required.

City Manager Szerlag noted that Assistant City Manager Haag is not here tonight because his
son, Matt, was called to a second tour of duty in Iraq and he is leaving on Saturday, and so he
went up to see him in Georgia, and the Commission wished him well.

Mayor Edelcup said that we need an approval of the resolution as it is presented, with a
reminder that next month we will handle the reverse side of this.

Isaac Aelion asked for clarification, as the other allocations are at par with what was passed
by the various resolutions tonight, the OSS contract is practically half of what was approved
as stated in the packet, and he also noticed that the approval was capped at $173,000. Ms.
Simpson responded that the $65,000 is based on the amount of $125,000 being our
maximum paid out to OSS less the $60,000 that we already have, $30,000 from our one
sponsor that we currently have, and $30,000 that we were allocating for fireworks that we
will now not have, and so the difference is $65,000 which is the budget transfer. She said
that the estimate for City staff is Police on the alpha bravo shift for that weekend, and those
we will do after the fact after we know what those hard costs really are, and if we need to, if
we have sponsors to cover that there may not be another, and Mayor Edelcup said hopefully
we will have additional sponsors. Ms. Simpson said that $65,000 will cover the contract
amount that we are obligating ourselves to tonight with OSS.

Commissioner Scholl moved a motion to approve the resolution. Resolution No. 2008-
1234 was adopted by a voice vote of 4-0-1 (Vice Mayor Thaler absent) in favor.

11. MOTIONS

None

12. DISCUSSION ITEMS

12A. Discussion/Presentation on a Generator Incentive Program for Gas Stations and
Pharmacies.

Action: City Manager Szerlag noted that this item was essentially advanced by Vice Mayor
Thaler. Building Official/Administrator Clay Parker reported, and he thanked Vice Mayor
Thaler, Assistant City Manager/Finance Doug Haag, Chief Electrical Inspector Alan Kramen,
and Chief Fred Maas for their input and help in putting this program together.

Building Official! Administrator Clay Parker presented a power point presentation on the
Generator Incentive Program for gas stations, pharmacies, and grocery store owners. He said
that the estimated cost for equipment is $20,000 to $25,000 per location, depending on the

23
