~=~

Kimley-Horn
and Associates, Inc.

Mr. Jorge Vera, April 25. 2011, Page 4

Table 1 provides a summary of the existing and future intersection and approach
delay (in seconds), level of service, and maximum volume-to-capacity ratio for
the AM and PM peak periods for both the weekday and Saturday. The City is
considering converting the existing eastbound approach, which consists of a
shared left-through and an exclusive right-turn lane into, to an exclusive left turn
lane and a shared left-through-right turn lane. The change in geometry will
require the eastbound and westbound approaches to operate as split phased. The
existing cycle lengths and northbound I southbound splits were not changed. The
future conditions analysis reflects the proposed geometry and phasing changes.

T ABLl 1
COlLINS AVENUE AT 183RD STRUT
INTERSECTION CAPACITY ANAL YSIS SUMMARY
Exlstlnll Conditions Future Conditions
Analysis Period IntersectIon Intersection vie Intersection Intersection VIC
ADoroaeh Delav rseel LOS Ratio Delav rseel LOS Ratio
Weekday AM Peak Hour 18.4 B 0.67 17.7 B 0.62
Eastbound Approach 57.8 E 0.88 54.3 D 0.79
Westbound Approach 36.3 D 0.01 60.3 E 0.10
Northbound Approach 11.8 B 0.62 11.5 B 0.61
Southbound Approach 15.2 B 0.62 15.0 B 0.62
Weekday PM Peak Hour 20.6 C 0.87 19.7 B 0.73
Eastbound Approach 79.9 E 0.92 70.3 E 0.78
Westbound Approach 49.8 D 0.01 77.9 E 0.19
Northbound Approach 16.5 B 0.88 14.8 B 0.7S
Southbound Approach 15.3 B 0.65 16.4 B 0.67
Saturday AM Peak Hour 13.6 B 058 13.3 B 0.52
Eastbound Approach 54.1 D 0.78 55.5 E 0.72
Westbound Approach 40.5 D 0.02 64.2 E 0.29
Northbound Approach 8.8 A 0.51 8.5 A 0.51
Southbound Approach 11.2 B 0.51 10.8 B 0.52
Saturday PM Peak Hour 15.6 B 0.68 15.9 B 0.66
Eastbound Approach 53.6 D 0.79 55.9 E 0.76
Westbound Approach 40.0 D 0.01 61.9 E 0.19
Northbound Approach 11.6 B 0.67 11.7 B 0.67
Southbound Approach 13.2 B 0.59 13.2 B 0.59

Note: The future conditions analysis reflects the proposed geometry and phasing changes,

Based on the intersection capacity analysis summarized in Table 1, the
intersection is expected to operate at an acceptable level of service for both
existing conditions and future conditions. For all analysis periods, the
intersection is expected to operate at the existing level of service with the
modification to the dri vewa y on 183 rd Street.

Summary

Based on the analysis, the intersection of Collins Avenue and 183rd Street will
operate at the existing level of service, or better, with the driveway modification
on 183rd Street. The geometry changes for the eastbound approach at Collins
Avenue and I 83rd Street will require a four section signal head for the inside lane.
