<br />~__n Kimley-Horn <br />~ U and Associates, Inc. <br /> <br />Mr. Jorge Vera, April 25, 2011, Page 3 <br /> <br />Data Collection <br /> <br />Turning movement counts were collected at the intersections of Collins A venue <br />at 183'd Street and 183'd Street at Existing Driveway (west of Collins A vneue). <br />the turning movement counts are provided in the Appendix. <br /> <br />The turning movement counts were collected from 7:00 AM to 8:00 PM on the <br />following days in March and April 20 II: <br /> <br />. Thursday, March 24, 2011 <br />. Friday, March 25, 2011 <br />. Saturday, April 2, 20 II <br /> <br />Volume Development <br /> <br />The turning movement counts were summarized into AM and PM peak hours for <br />each the weekday and the weekend. The AM peak hour was based on the turning <br />movement volumes collected between 7:00 AM and I :00 PM, and the PM peak <br />hour was based on turning movement volumes collected between 1 :00 PM and <br />8:00 PM. The AM and PM peak hour turning movement volumes for the <br />weekday analysis periods were averaged between the counts performed on <br />Thursday and Friday. The weekend AM and PM peak period turning movement <br />volumes were based on the Saturday turning movement count. A summary of <br />AM and PM peak hour turning movement volumes at the intersections are <br />provided in the Appendix. <br /> <br />To account for the driveway modification on 183'd Street, the ingress vehicles <br />utilizing the driveway were redistributed to the proposed right-in/right-out <br />driveway on Collins Avenue. The turning movement percentages at the <br />intersection of Collins Avenue and 183'd Street were used to determine the <br />amount of driveway traffic that would either travel north or south on Collins <br />Avenue. A figure showing the diverted traffic is provided in the Appendix. <br /> <br />The redistributed traffic was added/subtracted to the existing AM and PM peak <br />hour turning movement volumes in order to determine future traffic volumes at <br />the intersection of Collins A venue at 183 ,d Street. Volume summary figures are <br />provided in the Appendix. <br /> <br />Level of Service Analysis at Collins Avenue & 18~d Street <br /> <br />Existing and future level of service at the intersection of Collins Avenue and <br />183'd Street was analyzed using Syncho 7. Synchro 7 is an intersection capacity <br />analysis software that is based on the Highway Capacity Manual (HCM). Peak <br />hour factors and percentages of trucks observed in the field were used in the <br />analysis. The traffic signal timings at the intersection were based on the Time of <br />Day Schedule Report provided by Miami-Dade County. The Synchro 7 reports <br />are provided in the Appendix. <br />
