<br />Summary Minutes: Regular City Commission Meeting October 20,20 II <br /> <br />City of Sunny Isles Beach, Florida <br /> <br />10K. A Resolution ofthe City Commission of the City of Sunny Isles Beach, Florida, Approving a <br />Consultant Agreement with Bell David Planning Group, for the Provision of Planning <br />and Zoning Review Services, Attached Hereto as Exhibit "A"; Authorizing the Mayor to <br />Execute Said Agreement; Authorizing the City Manager to Do All Things Necessary to <br />Effectuate this Resolution; Providing for an Effective Date. <br /> <br />Action: City Clerk Hines read the title, and City Manager Cohen reported that we have had <br />in the past a contract with several contractors including Bell David to provide the City with <br />Planning and Zoning services. In this case with the recent departure of a key staff in the <br />Planning and Zoning area, and the potential development activity that we see coming into the <br />door right now we feel it is prudent to contract with them both to help us take the lead on <br />some projects and to provide our internal staff with support on other projects to ensure we <br />are able to handle these projects both correctly and expeditiously. <br /> <br />Public Speakers: None <br /> <br />Commissioner Aelion said he had asked the City Manager at the Workshop ifthis was open- <br />ended which it is, and ifhe has any plans in the future to replace this with an actual employee <br />of the City. City Manager Cohen said that Commissioner Aelion had asked him his plans <br />regarding staffing and he does not have any specific plans right now. He is heavily involving <br />himself in this area of the organization to learn more about it, get a better feel for what our <br />needs are, and then we will be formulating a plan after that. <br /> <br />Vice Mayor Thaler asked if we normally have an open-ended contract like this. Mayor <br />Edelcup said you have to in a case like this because it is for each job. The other thing that <br />should be noted is whatever the billing is from them, the developers are paying for this under <br />the Site Plan Approval process and so it is open ended and there is no cost to the City. City <br />Manager Cohen said in most cases that is correct, however there will be some work that will <br />not be collectible because it is more internal work. We are going to use the unspent salary of <br />the recently departed person as an offset to cover those outstanding invoices. <br /> <br />Vice Mayor Thaler asked ifhe will come back to the Commission after $10,000, and Mayor <br />Edelcup said no but in following up with the Vice Mayor's comment, could we have that <br />broken down into two separate categories. He would also like to see a lid on the in-house <br />portion where you are not going to be rebilling but is open-ended for any work that is being <br />paid for by a developer through the site plan process. Can we set up $25,000 for the in-house <br />and you will have to come back to the Commission after $25,000 is spent. The outside <br />review is open-ended because it is billable. Commissioner Aelion said between the two <br />principals that were presented here, the clause of the waiver of fees is extremely important. <br /> <br />Vice Mayor Thaler moved and Commissioner Aelion seconded a motion to approve the <br />resolution, as amended. Resolution No. 2011-1792 was adopted by a voice vote of 5-0 in <br />favor. <br /> <br />22 <br />
