<br />3. Staffing
<br />The Chen Moore Team feels that its organizational approach to stormwater management and
<br />roadway design and relevant experience will be the most cost effective and time sensitive due to
<br />our focus on being responsive to all of the City's needs. Chen Moore and Assocxiates has 28 full-time
<br />staff including 12 professional engineers, one landscape architect, a general contractor, and engineering
<br />inspectors to additionally support the key personnel detailed below if required.

<br />Dr. Ben Chen, P.E., BCEE is chairman of the firm and will serve as QA/QC for this project. His experience
<br />includes urban infrastructure renewal, roadway design, stormwater management, water and wastewater
<br />treatment facilities design and construction management, facilities planning, environmental studies,
<br />utilities master planning, rate and financial studies.
<br />
<br />Peter Moore, P.E., LEED AP is president of Chen Moore and Associates will serve as principal-in-charge
<br />for this project. He is ultimately responsible for all day to day operations of the firm. His experience
<br />includes roadway design, stormwater design, sanitary collection improvements, pump station
<br />rehabilitation, transportation engineering enhancements, water and reclaimed water consulting along
<br />with all other phases of civil engineering design and neighborhood improvements.

<br />Jose L. Acosta, P.E. will serve as the project manager and Engineer of Record of the project. Mr. Acosta
<br />has over 12 years of experience and has served as the project manager and Engineer of Record on
<br />many similar street and stormwater improvement projects for the Town of Miami Lakes and the City of
<br />Miami Gardens. He has also served in a quality control management role with the City of Miami Beach
<br />and the Village of Pinecrest. He has previously worked on projects throughout Miami-Dade County
<br />utilizing drainage wells, outfalls, exfiltration trench and innovative sustainable stormwater designs for
<br />new developments and for improvement of existing neighborhoods.

<br />Oscar Bello, P.E. has over twelve years of experience and will be responsible for drainage design. He
<br />has experience in planning, design, permitting, and construction management of roadway design,
<br />stormwater design, water, wastewater, and municipal drainage projects in Florida including stormwater,
<br />pump stations, outfalls, drainage well systems and exfiltration trench. Mr. Bello has been the engineer
<br />of record for approximately 43,000 LF of ROW infrastructure improvements in Miami Beach.

<br />Michael Buick, P.E. has over 11 years of experience and will be responsible for government permitting.
<br />His experience includes planning, design and permitting of site infrastructure including site paving,
<br />grading and drainage and site utility plans for land development projects. Mr. Buick is responsible
<br />for designing stormwater management systems (paving, grading and drainage) and water and sewer
<br />connections including design calculations, running flood routing models, drafting design drawings with
<br />AutoCAD, coordinating design with other involved disciplines, calculating opinion of probable costs,
<br />and writing Basis of Design Reports.
<br />
<br />Meghan Wells, E.I., LEED AP has over two years of experience with roadway design and stormwater
<br />improvements and will be responsible for utility coordination and design.
<br />
<br />Marlon John has over nine years of experience with construction administration. He is involved in various
<br />projects, which value over $40 million total in construction cost in Miami-Dade and Broward Counties.
<br />These projects include the City of Miami Beach, Village of Pinecrest, Dania Beach Neighborhood
<br />Improvement Projects, and Broadview Park Neighborhood Improvement Projects Bid Packages 2, 3 &
<br />4.
