<br /> <br />Fred Moos <br />Chief of Police <br /> <br />January 23, 2012 <br /> <br />Honorable Carlos Gimenez, Mayor <br />Miami-Dade County <br />111 NW 1st Street Suite 2910 <br />Miami, Florida 33128 <br /> <br />Dear Mayor Gimenez: <br /> <br />There has been considerable concern and voiced protest from the <br />municipalities surrounding Haulover Park (a Miami Dade County Park) <br />regarding a prospective event and concert to be held during March 21, <br />22, 23 and 24, 2012, at that location. <br /> <br />One of the components of the (4) four day event called "FUNKSHION" is a <br />concert with a DJ. that draws many thousands of people to that venue. <br />This particular concert was previously held in the City of Miami Beach and <br />the "after action report" of the police department expressed many <br />concerns for public safety. The report was not favorable in several areas <br />including traffic, crowd control, excessive numbers of people who <br />became unruly and overselling of the event. <br /> <br />The residents of the surrounding communities of Bal Harbour, Surfside, <br />Bay Harbor Islands to the south and Sunny Isles Beach to the north, have <br />expressed deep concern for their safety and welfare. They are quick to <br />remind city officials of how during previous events, they "felt trapped as <br />prisoners in their own homes" when traffic was so congested and bottle <br />necked that they could not make ingress or egress from their homes. <br />More importantly they felt this impacted life safety issues as Fire Rescue, <br />police and fire units were greatly delayed by the traffic situations created <br />
