<br />EXPERIENCE
<br />Dr. Marcus has over 35 years of experience in environmental assessment and regulatory compliance. He
<br />has an extensive background in transportation related impact analysis as required by NEPA and FHW A
<br />regulations. His areas of expertise include freshwater and marine ecology, wetlands restoration and
<br />enhancement programs, and the preparation of environmental assessments and impact statements;
<br />particularly in subtropical and tropical habitats. Dr. Marcus has conducted numerous biological surveys,
<br />air and noise investigations, endangered species impact assessments, wetlands delineations, ecological risk
<br />assessments, and has prepared a wide variety of permit applications at the Federal, state and local levels.
<br />He has conducted over 200 Phase I and Phase II environmental audits and has supervised groundwater and
<br />sediment contamination assessments throughout the United States. His compliance experience includes
<br />RCRA, CERCLA, CW A, TSCA, FIFRA, OSHA, NEP A, and DOT. He is published on the impacts of oil
<br />and dispersants on mangroves, corals, and seagrasses.

<br />. US-l South Two-Lane Safety Project, Florida City to Key Largo (Mitigation and permitting) -
<br />Senior Environmental Scientist for this project. Tasks included the monitoring and maintenance of four
<br />upfront wetland mitigation sites; design and permitting for the concurrent wetland mitigation including a
<br />large scale restoration plan at Boca Chica that is creating 100 acres of seagrass by establishing tidal
<br />exchange in impounded salt ponds on the Naval Air Station propeliy; permitting; Design
<br />Change/Construction Advertisement Reevaluation with Essential Fish Habitat Assessment and
<br />Endangered Species Biological Assessment reports; seagrass surveys; and, NEP A and permit
<br />compliance monitoring.

<br />. Districtwide Environmental Data & Report Contract in FDOT District 6 - Dr. Marcus has been
<br />Project Manager for this project in the role he has managed over 400 tasks order for FOOT Project
<br />Managers including Barbara Culhane, Marjorie Bixby and Catherine Owen. The tasks have varied from
<br />the development of the NEPA documents (AN's, CSER's, air & noise studies, wetland reports, re-
<br />evaluations), to the development of presentations and videos (Return to Nature), to expert witness
<br />testimony at the State and Federal level for the US-l South 2-Lane Safety Project. Dr. Marcus has a
<br />solid understanding of the PD&E process, ETDM, Class of Action and has an excellent relationship with
<br />regulators at Miami-Dade County DERM, SFWMD, FDEP, NOAA Fisheries, USFWS, and USACE.
<br />Dr. Marcus has a solid understanding of FOOT needs and has proven to be a problem solver for the
<br />Department for over 25 years. He has dedicated his professional career to meet the ever changing
<br />environmental needs of 06.

<br />. Card Sound Road Intersection Environmental Assessment, FDOT District 6, Monroe County,
<br />Florida - Dr. Marcus was responsible for issues relating to wetlands, essential fish habitat, and
<br />threatened/endangered species. Even though the project was closed, the WER, ESBA, and EFH reports
<br />were completed. This was a unique project that required complex coordination with the Crocodile Lake
<br />National Wildlife Refuge, South Florida Water Management District (wetlands), and the U.S. Fish &
<br />Wildlife Service (Key Largo cotton mouse and woodrat). Dr. Marcus represented the Department at
<br />many public and agency presentations. He prepared a White Paper that was widely distributed. He
<br />worked with URS, Parsons, and directly for FOOT.

<br />. Districtwide Environmental Services Contract, FDOT District 6 (1991-2010) - Principal
<br />Environmental Specialist and Contract Manager operating as an extension of FOOT's Staff for the
<br />review of numerous NEPA documents prepared by other consultants. These included Environmental
<br />Impact Statements for US 1 South (18 mile stretch), Tamiami Trail, The Miami lntermodal Center
<br />(MlC), and the East-West Corridor. This included assisting the department in the development of the
<br />Design-Build Criteria Package and associated RFP for US I South.

<br />. Districtwide Environmental Compliance Services Contract, FDOT District 6 (1999-2010) -
<br />Principal Environmental Specialist and Contract Manager operating as an extension of FOOT's Staff for
<br />the review of hydrology reports, water quality reports, storm water pollution prevention plans and permit
<br />compliance documentation conducted by other consultants. Environmental oversight of FOOT
<br />contractors also occurred throughout District 6 on almost every major constmction project including all
<br />sections of SR 826 and US I South.
