C3TS is mainly a Civil Engineering <br />company with 23 years of experience successfully serving municipal clients, We , <br />know that Municipal needs stem from the natural mission of a municipality, which is <br />to serve its citizens with necessary services at a high value - meaning a high ratio of <br />quality to cost. Our mission, therefore, has been to provide high value services to <br />our clients, by understanding those needs and working hard to satisfy them, and <br />exceed them, In so doing we become an extension of our client by making their <br />mission ours as well. And it is for this very reason that C3TS has succeeded in <br />maintaining a long list of repeat municipal clients, with whom long relationships have <br />been formed. <br /> <br />The main priority is to develop an organizational structure that meets the needs of the Owner by placing experienced staff at their <br />disposal. To this end, an organizational chart is included that indicates the personnel that we are committing to this contract. Please <br />note that even though individuals have been indicated by their main area of expertise, almost all individuals possess experience and <br />talent that allows them to perform many other civil engineering related tasks beyond that which is shown, to collaborate on projects, <br />and to serve as formal or informal quality reviewers and in support to those individuals in the primary assignment. <br /> <br />The second priority is to establish clear lines of communication and responsibility, as well as the methods by which all project tasks are <br />assigned and handled, For this project we have selected Mr. Daniel Grandal, PE, CFM, LEED AP as the project manager and point <br />of the contact due to his strong drainage background and ability to execute successfully on projects time and again, completing <br />projects on time and budget. Mr, Grandal is a Principal Associate of our firm and will commit his time to the management of this <br />contract, and has the knowledge, experience, and utilize all available resources and manpower to complete the task successfully. Mr. <br />Jorge Corzo, PE, CFM will be the principal in charge and is the founding partner of C3TS, Mr. Corzo has extensive background in <br />similar projects and hands on approach to projects will be the City's liaison in overseeing the progress and will ensure the project's <br />success. <br /> <br />SPECIFIC PROJECT TECHNICAL APPROACH <br /> <br />As part of the preparation of this proposal, the cns team has performed a <br />site visit and some preliminary site investigation. We are aware that a <br />drainage project was recently conducted at the adjacent Center Island Project Area <br />to address flooding which included the addition of drainage wells and removal of <br />existing outfalls to improve the water quality of discharges to the bay. The scope of <br />this project includes design development to for the drainage system along 174 <br />Street from Collins Avenue to a few hundred feet east of the North Bay Road at the <br />first road curve. The roadway is a 4 lane divided roadway with extremely low <br />elevations range between 4.0' to 5.5' NGVD in some areas. There is existing <br />drainage structures along 174 Street with damaged curb and pavement along the <br />route. The contributing drainage area extends beyond these limits and may include <br />some of the private properties including Winston Towers, The system may have <br />exfiltration trenches and be connected to existing outfall pipes that provide drainage for larger storm events. The existing system has <br />been identified as a flood prone area as a result of inadequate drainage facilities or a deterioration of the existing system capacity, The <br />existing drainage system will be researched and evaluated as part of our initial investigation, <br /> <br /> <br />45 <br />
