NoD METHODOLOGY

The condition of pavement, curb and gutters and sidewalks will be analyzed and recommendations for
their repairs will be provided to City for inclusion in the project. C3TS has work on many Sidewalk and
Pavement evaluations for entire municipalities and can apply our knowledge to this project.

The alternates will then be priced out with the latest construction costs based on C3TS internal database
which combines established construction cost benchmarks with recently bid projects. This will determine
which solutions are viable within the project's budget. C3TS will make a recommendation of the best
cost / benefit solution,

The City's chosen solution, whether it is the C3TS recommended solution or another solution, will then
be developed into a full set of construction plans and specifications through several phase submittals
and reviews including meetings with applicable permitting agencies, The process will include public
involvement and coordination with all stakeholders,

At each phase submittal a cost estimate would be provided, Accurate cost estimates are a crucial factor in staying on budget and is
critical to a successful technical solution. C3TS has a solid track record of being within 1 % to 5% above the actual project costs, Our
cost estimates are based on our internal database from bid projects which is constantly updated whenever a new project is bid, This is
further adjusted based on state and federal cost databases including FOOT, RSMeans and other databases which are updated yearly,
We will update the cost for each submittal and include escalation cost, contingencies, permit fees and any other costs which may be
encountered,

Once complete a fully permitted project package will be tailored to the selected construction delivery method whether it be standard
bid, preselected contractors bid, CM at Risk or Design-Build.

As part of this effort, C3TS's in-house grant's division can assist the City to identify potential grant funding to expand the scope for this
project or even future projects.

In summary, our technical approach will consider and model various options providing cost estimates throughout the process.
Drainage experts will work with the City Engineer, residents and permitting agencies in the process to find the most effective solution to
maximize the project funds, The C3TS Team will then implement the plan by preparing quality construction documents, permitting
them and getting them constructed on time and on budget.

CONCLUSION

cns is committed to excellence in providing professional services resulting in complete solutions for the City of Sunny Isles
Beach and specifically the drainage improvements on this project.
