His engineering and planning career spans over a 42 year period <br />during which he has amassed an extensive background in surveying, designing, <br />planning, project management, and construction management, for both public <br />facilities and private development. He also has accumulated a vast knowledge of <br />permitting and dealing with county, state and federal regulatory agencies. His <br />expertise enables him to analyze public facilities projects based on a sound <br />understanding of the clients needs as well as the permitting requirements. <br /> <br />r 1 <br /> <br />t <br /> <br />I' I <br /> <br />During his career, Mr. Robayna has occupied several technical and administrative <br />positions in government agencies and private firms, Among the public services <br />positions held by Mr, Robayna are those of Project Manager for numerous roadway and street improvement <br />projects. He was Head of the Miami-Dade County Highway Planning Section in the 1970's where he <br />supervised the preparation of various arterial roadway master plans, roadway's feasibility studies, and <br />directed continuing right-of-way improvement program. This program was directed to achieve multiple <br />contracts for construction of drainage systems, resurfacing improvements, sidewalks, etc. As President of <br />Robayna and Associates, Inc., he has continued managing similar projects as a consultant for Miami-Dade <br />County Public Works Department and the Office of Community and Economic Development. Those <br />projects have included Melrose Street Improvement Project, Glenwood Street Improvements Project (four <br />phases), Opa-Locka Street Improvement Project, Opa-Locka Street Improvement North Project, South <br />Moton Street Improvement Project, Homestead Ave. Beautification Project, West Little River <br />Improvements (several phases), etc, We also were the City Engineers for the City of Sweetwater, where <br />we did four Drainage Improvement Projects, two Street Improvement Projects and a linear park including <br />improvements to adjacent road. Mr. Robayna managed all of these projects. <br /> <br />l J <br /> <br />I <br />I <br />l J <br /> <br />l J <br /> <br />Among his public service Mr. Robayna served in the Miami-Dade County Flood Management Task Force <br />from December of 1999 to 2007 as an appointee by the County Commission. He also served in the <br />Efficiency and Competition Committee of the Miami-Dade County Public Schools District from 2004 to <br />2005. He has worked as a Project Engineer and Manager for major residential developments of up to 7,000 <br />acres, Assistant Permitting and Inspection Engineer for environmentally related projects for one of the <br />largest Florida developers at the time. Deltona Corporation, and President of a Construction Company <br />Habitek Construction prior to forming Robayna and Associates, Inc in July 31, 1981. <br /> <br />Mr. Rafael Robayna has received numerous recognition and awards thru the years. He is a past member of <br />several corporate boards and task force Committees. Currently serves as President of the Cuban Museum <br />and board member of the Miami-Dade Country Strategic Planning Committee. As part of his past <br />leadership positions includes past president of Miami-Dade Branch of the American Society of Civil <br />Engineer (ASCE) and the Cuban American Association of Civil Engineer (CAACE). In repeated occasions <br />Mr. Robayna has held positions on the Greater Miami Chamber of Commerce, Building Association of <br />South Florida, and others professional associations. In 2008 was inductee to the Miami Dade College Hall <br />of Fame, and received the Plinio Villanueva Award from CAACE for his contribution and effort to Civil <br />Engineering among others. <br /> <br />36 <br />
