Preliminary Forensic Sel'vices

r 1

'"
I

The preliminary investigations are the most important step in the design. This step will allow for
the engineer and design team to become extensively familiar with the conditions of the project.
This would involve the performing a topographic survey, collect utility as-built data and
additionally locate those areas where underground utility information maybe sparse. If this
information is deficient, the information will be given to the City and coordination will begin for
soft digs and other ground penetrating radar (GPR) to locate the underground utilities. The results
from the GPR and soft digs could potentially reduce the occurrence of costly change orders at the
time of construction.

~ I
! I

Once the topographic survey has been completed, the potential outfall easement can be proposed.

r I
I I

n. Desi!!n and Plans P.'epal'ation Phase
By the time that the plan preparations have begun the existing topography of the islands will be
near completion. Robayna and Associates, Inc. will proceed with the preparation of the roadway
and drainage plans in the following fashion:

, I

)> The re-grading of the road based on the survey of adjacent property grades, critical for stormwater
management.
)> Layout of drainage system, interconnecting the existing drainage, providing for water quality
treatment, (see drainage approach below)
)> Preparation of outfall details
)> Preparation of road plans and profiles
)> Preparation of roadway cross-sections, details and other roadway elements.
.. Preparation of pavement marking, (see traffic design approach below)
.. The street lighting will have to be checked for any sort of conflict
.. Preparation of Landscaping Plans (see Landscape design and approach)
)> Quantities
)> Specifications
)> Preparation of Final Construction Bidding package

'1

. I

, J

, I

During this phase Robayna and Associates, Inc. will analyze the existing drainage system and
propose modifications necessary to provide a greater level of service during the design storm. As
plans preparation progresses, milestone submittals will be made to the City for comments and
approvals of plans, calculations, details, technical specifications, construction quantities and cost
estimates,

At each milestone of the project Robayna and Associates, Inc. will provide in-house Quality
Assurance and Quality Control (QNQc) prior to submittal to the City. The QNAC process will
focus on five areas; quality, clarity, completeness, constructability and bid potential. This should
reduce the number of comments made by the City reviewers and keep the project on schedule for
completion within the design period.

Roadwav Aooroach
It is important to have the roadway and drainage designers coordinating from the start and
Robayna and Associates will be working on it under the same roof. This is important more so in
this project to define the best location for drainage wells given the existing roadway grades. Once
the existing Roadway profile and right-of-way elevations are defined in the topographic survey,
changes to the profile may be made to regarded the road as to more efficiently distributes its
runoff. In most instances the longitudinal grades appear to be acceptable and just a rework of the
cross slopes may be needed due to signs of base and sub-grade degradation.
