He has managed more than 150 rea- <br />sonable assurance investigations as part of the permitting process for stormwater drainage wells under Chapter 62-528, Florida <br />Administrative Code. He works closely with the Underground Injection Control section of the Southeast District of the Florida <br />Department of Environmental Protection (FDEP), He is managing projects in Colombia and Nicaragua to find sufficient ground- <br />water for massive development projects. Mr. Spector has contamination assessment and remediation experience, designing <br />and implementing assessments of petroleum, non-petroleum and hazardous-waste contaminated groundwater and soil. Mr. <br />Spector also works with clients to resolve quality assurance/quality control problems and he trains and audits field staff in sam- <br />pling procedures. <br /> <br />RELEVANT EXPERIENCE <br /> <br />Reasonable Assurance Investigation and Specific Capacity Testing, Hallandale Beach, Florida- Mr. Spector is managing an <br />area-wide investigation of aquifer properties to determine the minimum casing depth for stormwater drainage wells and to esti- <br />mate the capacity of those well to accept stormwater runoff. This investigation is part of a comprehensive modification to the <br />city's stormwater management plan to alleviate flooding during heavy rain events, and has so far included 14 Standard Penetra- <br />tion Test borings to between 100 feet and 200 feet below grade, and two specific capacity tests. <br /> <br />Mechanical Integrity Test, Air Products & Chemicals, Pace, Florida - Mr. Spector managed the five-year integrity test of a <br />1 ,500-ft-deep injection well. He prepared and submitted a Mechanical Integrity Test Work Plan to the FDEP and oversaw the <br />video survey, temperature log, caliper log, and pressure test. Mr. Spector prepared and submitted to FDEP a Mechanicallnte- <br />grity Test Report, which concluded that the well passed the criteria for mechanical integrity. FDEP approved the report without <br />changes and issued the new permit. <br /> <br />Hydrogeological Services, Colombia and Nicaragua - Mr. Spector is providing master-plan-level hydrogeological oversight of <br />local consultants to identify local sources of water for a 1 O-square-kilometer mixed-use development project in Colombia and a <br />7-square-kilometer mixed-use development project in Nicaragua. Mr. Spector developed the scopes of work, met with local <br />consultants, and selected potential areas for investigation. The field work includes test borings to log the geology, aquifer tests <br />to measure hydraulic conductivity and transmissivity, and field measurements of salinity to identify water quality transition <br />zones, <br /> <br />Axis Reasonable Assurance Report, Miami, Florida - Mr. Spector managed a reasonable assurance investigation at a resi- <br />dential development as part of the permit process for stormwater drainage wells. Mr. Spector designed the investigation, which <br />included logging a 1 OO-ft-deep test hole using geophysical techniques (induction conductivity, neutron, and gamma-gamma). <br />His evaluation of the geophysical and geotechnical data identified the interface between the G-II and G-III aquifers (based on <br />total dissolved solids concentrations) at 50 ft below land surface (bls) and 51 It bls, and a semi-confining layer between 93 ft bls <br />and 100 ft bls. The FDEP approved the minimum casing depth of 100 ft bls. Langan developed a MODFLOW/MODPATH model <br />for the surficial aquifer and demonstrated that the construction dewatering would not draw contamination from sites within one- <br />quarter mile of the project site. <br /> <br />Page 31 26 <br />
