CGA will process these plans and calculations through an internal review process as well as <br />through City review. The typical CGA internal reviews take place at 30%, 60%, 90%, and 100% complete <br />documents. <br /> <br />After incorporation of the City's 30% comments, CGA will proceed to completion of 60% construction <br />documents. As with the 30% documents, the 60% construction documents would then be provided to the <br />City staff for review and comment. <br /> <br />The drainage system woula consist of combineaexisting - positive outfall, drainage wells;-water quality <br />swales, and exfiltration trench where possible. The wells will be considered gravity wells with an allowable <br />eight feet of head to drive the storm water into the G3 aquifer. With a significant volume of the storm water <br />being diverted into the brackish layer of groundwater, the staging of storm water is lowered and the head <br />driving storm water out of the existing outfalls is lower and therefore, the rate of runoff into the <br />Intracoastal Waterway is reduced and thereby improving water quality. Additional measures such as <br />swales and exfiltration trench will also improve water quality, Protection of existing roadway to remain <br />would be incorporated into the design along with modifications to the existing roadway as a part of this <br />project. <br /> <br />We will proceed to 90% construction documents upon incorporation of the City's 60% comments. CGA will <br />prepare the construction permit applications and supporting documentation at the 90% construction <br />document stage to assist Sunny Isles Beach with obtaining the construction permits for the improvements <br />from DERM and FDEP, The FDEP permit will actually be a Notice of Intent. The actual permit is issued to <br />the contractor, once the contractor has been selected. <br /> <br />During this period CGA & LEES will prepare and submit to to DERM and FDEP responses to "Requests for <br />Additional Information" (RAI) relative to the permitting package submitted. Any comments or additional <br />requirements will be incorporated into the design prior to preparing the 100% design documents. <br /> <br />In addition, CGA will review the project from a "Constructability" of design perspective in order to meet the <br />City's goals and objectives and to maintain a firm grasp on the costs associated with each project. <br /> <br />The "Constructability" of a design is an important facet to consider during each phase of a design's <br />development, however, when a preliminary design is nearing substantial completion (90% plans), it <br />undergoes an in-house constructability review by our CEI and Construction Management Departments. <br />This review specifically ensures that the plans make sense from a construction perspective, and is intended <br />to minimize potential problems in the field during construction, <br /> <br />We will meet with City staff to receive their comments on the 90% design submittal. Following the meeting <br />our team will incorporate the City's comments and in addition identify any changes required due to agency <br />comment and comments from the CGA constructability review, and make appropriate revisions to the 90% <br />design documents, We will then proceed to complete preparation of the contract documents, technical <br />specifications and bidding documents for the solicitation of competitive bids for the construction of the <br />project. <br /> <br />Regular project meetings will be held with City staff for all phases of the project. The CGA attendees present <br />at the meetings will be dependent on the phase of the project and the issues to be addressed. These <br />meetings will be focused on adherence to the project timeline, quality control, budget, and also on the <br />resolution of any outstanding issues. <br /> <br />Close attention to the budgetary constraints of available funding will be a primary focus of the CGA team, In <br />addition, value-engineering analysis will playa critical role in insuring the most efficient design possible, <br />No work will be added to the project without review and agreement by both the City staff and the CGA <br /> <br />RFQ # 11-11-02, Civil Engineering Services to Design Street and Drainage Improvements <br /> <br />Page 41 2 <br />
