<br /> <br />3.3 BASIC REQUIRED SERVICES <br /> <br />Consultant shall develop a detailed Security Master Plan for the City which includes all City public <br />areas to include, but not limited to City facilities, City parks, and streets. The consultant will <br />provide: <br />. Risk Assessment & Mitigation Planning <br />. Environmental Design Solutions (landscaping, architecture and lighting) <br />. A Blueprint of a City-wide Security Solution with emphasis on design for Open <br />Architecture and Non-Proprietary Systems <br />. Analysis and Recommendation of Available Technology and System Requirements <br />. Cost/Benefit Analysis of Recommendations <br />. Preparing a Request for Proposal for the purposes of purchasing and installation of <br />desired solution. <br />. Assistance in the review of proposals received and recommend the most comprehensive <br />and advantageous proposal. <br />. Assistance in the monitoring the installation of the system. <br /> <br />In addition to the above the consultant shall assist in the development of a City wide fiber optic <br />intranet to serve as the backbone for the security system. <br /> <br />3.4 ALTERNATE SECURITY SOLUTIONS <br /> <br />Even though the City's focus is on a camera based solution, the city will like to explore all other <br />existing technology that can be leveraged for public safety. The following are examples of the <br />technologies the City will like to consider: <br /> <br />. Outdoor blue light security system and other safety aid systems <br />. Intersection monitoring system <br />. License plate verification system <br /> <br />The system that is to be developed shall have redundant data capture capabilities and able to be <br />monitored at a central location such as the police station.
