Cohen, City Manager <br /> <br />DATE: <br /> <br />2/16/2012 <br /> <br />RE: <br /> <br />Reappointment of Special Masters <br /> <br />RECOMMENDATION: <br /> <br />It is recommended that the City Commission approve the attached Resolution <br />reappointing Attorney Maurice Donsky, Attorney Regine Monestime, Attorney Rafael E. <br />Suarez-Rivas, and Attorney Ellen Lavin as Special Masters for the City of Sunny Isles <br />Beach. <br /> <br />REASONS: <br /> <br />Special Masters are the presiding officers at our Code Enforcement Administrative <br />Hearings. Administrative hearings provide a means by which individuals cited for code <br />violations can plead their case and be heard before an impartial party. Sunny Isles Beach <br />Code Section 14-3 states that appointments of Special Masters shall be made by the City <br />Manager, as needed, on the basis of experience, skills and abilities and, whenever <br />possible, shall include persons with legal zoning, engineering and/or construction <br />experience, for a term of one year. The Code further states that appointments shall be <br />submitted to the City Commission for ratification. <br /> <br />Attorney Maurice Donsky, Attorney Regine Monestime, Attorney Rafael E. Suarez- <br />Rivas, and Attorney Ellen Lavin are our current Special Masters, and are serving with <br />favorable results to date. The City Attorney has recommended these individuals to me, <br />and therefore, I recommend the reappointments of all of the City's current Special <br />Masters. <br /> <br />ADDITIONAL INFORMATION: <br /> <br />All of our Special Masters have many years of experience and have served for numerous <br />other municipalities in Miami-Dade County. <br /> <br />http://sibagenda. sibfl.net/ agenda/Preview .aspx?I temID=7 07 &MeetingID=O&MeetingDate=... 2/8/2012 <br />
