No. Z2012 -04 <br />RECOMMENDATION: <br />The application is generally consistent with the City Comprehensive Plan and with the <br />City Land Development Regulations. <br />REASONS: <br />The Applicant is requesting a conditional use approval and a variance to increase the <br />number of children for a child -care center from six (6) children to twenty five (25) <br />children. <br />The Winston Towers Shopping Plaza has provided services throughout the years to <br />residents of Winston Towers and the larger community. The business uses are retail and <br />other services and were established through the recorded Declaration of Covenant dated <br />December 18, 1979. The Applicant has been operating at the subject property as a <br />daycare facility with a limitation of six children. <br />In addition, the Florida Legislature has recognized the need for quality child care due to <br />the fact that many parents of young children are employed outside the home, § 402.26 FL <br />Statute.
