He has experience in policy <br />direcrion, strategic planning, personnel management, training, and emerging technologies. Mr. O'Neill has <br />strong physical security assessment and physical security planning experience, <br /> <br />Prior to retiring from the New York City Police Department (NYI'D), Mr. O'Neill was assigned to the <br />NYPD Counterterrorism Division I.o.frastrucrure Protection Section. During thi.. rime. he was promoted to <br />Sergeant Supervisot of Detectives, a discretioruuy rank only held by approximately two percent of NYPD <br />Sergeants. <br /> <br />SELECTED EXPERIENCE <br />Mr. O'Neill's experience as a professional law enforcement officer, and a private sector security consultant <br />provided him with the ability to respond to a numbcr of projects and pursuits requiring significant knowledge <br />and capability in the security arena. The following examples detail some of the projects or significant efforts <br />in which he has played a major role: <br /> <br />Master Security Plan <br />Comprehensive counter-terrorism security analysis for a significant area of Manhattan scheduled for major re- <br />development over an extended period. of time to include an Area Characterization Study documenting current <br />and futlUe conditions including threat analysis; recommendations for thr~t deterrence, mitigation and <br />recovery; creation of the area Master Security Plan <br /> <br />Office of the Mayor, Security Stmcwtes '1':r.~k Force <br />Mr. O'Neill was specifically chosen to represent the NYPD on. multi-agency working group ",skcd by the <br />First Deputy Mayor to review physical security plans for cri6cal infrastructure \'l ankee St.dium, Ciri Field, <br />US Mission to UN, Citi Group Center, Pennsylvania Station-Madison Square Garden, Power and Rilll <br />Control Centers-MfA, Goldman Sachs, \VfC, New York Stock Exchange, One Police Pla2a,) to ensore <br />business continuity and operational continuity for publicly and privately owned infrastructure in New York <br />City. <br /> <br />NYPD Se.curity Advisor to NYC Economic Development Corporation <br />Mr. O'Neill wag a member of a select team ofNYPD Counterterrorism members that acted as security <br />advisors to New York City's Economic Development Corp. for high~profile development projects city-wide <br />(World Trade Cenler, Hudson Yards development, Brooklyn Atlantic Yards developmcnt,Jacob Javits <br />Center, Barclay Arena, etc.).
