<br />Summary Minutes: Special City Commission Meeting <br /> <br />March 2&. 2012 <br /> <br />Sunny Isles Beach, Florida <br /> <br />a position to hcad up HR thcn it makes more sense to have a third party actively involved in <br />it rather than the Department itselfin hiring its own boss. In gcneral otherwise he would be <br />more supportive of Commissioner Aelion's position that we should be able to do this <br />ourselves, and he doesn't expect this to be something that would come forward again in the <br />near future. <br /> <br />Vice Mayor Thaler moved and Commissioner Gatto seconded a motion to approve thc <br />rcsolution. Resolntion No. 2012-1885 was adopted by a voicc votc of5-0 in favor. <br /> <br />3D. Add-On: <br />A Resolution of the City Commission of the City of Sunny Isles Beach, Florida, Authorizing <br />the City Manager to Enter into a Lettcr of Agreement with The John Scott Dailey Florida <br />Institutc of Government at FAU to Provide thc Supervisor's Apprcnticeship Training, <br />in an Amount Not to Exceed $11,250.00, Attached Hereto as Exhibit "A"; Authorizing the <br />City Manager to Do All Things Necessary to Effectuate this Resolution; Providing for an <br />Effectivc Date. <br /> <br />Action: [City Clerk's Note: This item was distributed prior to the meeting.} City Clerk <br />Hines read the titlc, and City Manager Cohen reported that we have a number of supervisors <br />in our organization that would grcatly benefit from supervisor training, and we are also <br />promoting some new people to supervisory positions. In all wc have identified 30 peoplc in <br />our organization to participate in this training. He also noted that Item 3C above and this <br />item are already within our existing budget. <br /> <br />Public Speakers: None <br /> <br />Commissioner Scholl said he commcnds the City Manager on this one. In government and <br />private practice folks don't get enough management training, they rise through the ranks <br />based on technical capabilities and end up in leadership positions that they really don't know <br />how to handle and thcrc is never enough in-housc training, it is a constant problem. Maybe <br />you get one out of ten that naturally handlcs thc position, but the other nine are sometimes <br />floundering and so he thinks this is very good from a professional development standpoint. <br /> <br />Commissioncr Scholl moved and Vice Mayor Thaler seconded a motion to approvc thc <br />rcsolution. Rcsolntion No. 2012-1886 was adoptcd by a voice vote of 5-0 in favor. <br /> <br />4. DISCUSSION ITEMS: <br /> <br />4A. Add-On: <br />Discussion on the Local Mitigation Stratcgy. <br />Action: City Manager Cohen said he had both an update and a response to a question from <br />Commissioner Aelion from many meetings ago. If you will recall, two or three meetings ago <br />the Commission voted on the ratification of the Local Mitigation Strategy which is part of the <br />County's Mitigation Strategy, and he had explained that this was part ofa larger effort for us <br />to improve our community rating as part of the Community Rating System. As a result of <br />our efforts we actually did improve our score from an 8 to a 7. Previously our residents were <br /> <br />12 <br />
