University of Florida, 1974 <br /> <br />Mr. Balbis, as Vice President and Principal Engineer, has <br />managed thousands of projects, dealing with geotechnical <br />engineering and construction materials testing. He also has <br />served as an expert witness on behalf of several public- <br />sector and private clients. Mr. Balbis is proficient in the <br />role of Senior Consultant, having served in this capacity on <br />public-sector contracts, including City of West Palm Beach, <br />Palm Beach Gardens, Town of Lake Park, City of Lakeworth, <br />South Florida Water Management District, Palm Beach <br />County, and Palm Beach School Board. Mr. Balbis has <br />accumulated nearly 40 years of geotechnical engineering <br />experience. He has gained a wealth of knowledge regarding <br />construction conditions in the area. He is often consulted <br />on "high-profile" projects, such as City Place, Judicial <br />Center Parking Structure, Northbridge Center, Esperante <br />and the Kravis Performing Arts Center. <br />Mr. Balbis is a specialist in the use of innovative site <br />preparation measures to allow the use of shallow <br />foundations to support heavy structures and embankments <br />over weak deposits throughout Florida. Mr. Balbis has <br />supervised more than 6,000 engineering projects since <br />1982 and he has been involved with projects both within the <br />United States and internationally. <br /> <br />Project Experience <br /> <br />Belle Glade Marina, Belle Glade, FL <br />Mr. Balbis was Senior Project engineer in charge of the <br />geotechnical investigation program for the Belle Glade <br />Marina and Park project. This site as well as most areas <br />along the south portion of Lake Okeechobee is underlain <br />by thick organic soils deposits. Mr. Balbis evaluated <br />the encountered conditions and provided foundation <br />recommendations for the planned amenities as well as <br />for the support of pavements. Client: AECOM (Boyle <br />Engineering) <br /> <br />North Flagler Drive Seawall Replacement, West Palm <br />Beach,FL <br />Mr. Balbis as project manager provided engineering and <br />testing services to the City of West Palm Beach for this <br />project which included replacement of the old seawall <br />and provided geotechnical engineering evaluation and <br />recommendations for the construction of the new seawall. <br />Also, provided construction inspection and testing during <br />construction phase. <br /> <br />Seacoast Utility Authority, Palm Beach County, FL <br />Mr. Balbis as Senior Project engineer in charge provided <br />geotechnical and quality control testing and inspections <br />services for pump stations and monitoring well <br />replacements. <br /> <br />Ocean Properties, Ltd. - Numerous Projects <br />Mr. Balbis has served as Senior Engineer and Principal <br />Investigator on many projects thought the United States for <br />this major commercial property owner/manager. Services <br />have included a wide range of environmental and facilities <br />engineering. <br /> <br />Quadrille & 4th Avenue Project, West Palm Beach, FL <br />Mr. Balbis was in charge of this project which consisted of <br />the excavation of a petroleum contamination area to allow <br />aeration of groundwater; the installation and operation of <br />aeration equipment and the installation of groundwater <br />monitoring wells.
