<br />I <br />. <br />J <br />t <br />I <br /> <br />I <br />~ <br /> <br />Discussion <br />The purpose of the Discussion phase is to build final <br />consensus regarding a preferred direction/concept for the <br />park development. We will discuss and confirm the City's <br />preferred review and approval process at the Kick-off <br />Meeting; our typical approval process includes the review <br />of alternative concepts and cost estimates with City staff, <br />Advisory/Steering Committee, Key Stakeholders, General <br />Public, and City Council. <br /> <br />Effective meeting formats include workshops and open <br />houses, and numerous meetings may be required to reach <br />consensus. The final concept and budget approved by the <br />City Council will become "Documentation" which is the <br />basis for the next phase of the process. <br /> <br />Documentation <br />The final phase of the planning and design process - <br />before permitting, bidding and construction - is the <br />Documentation phase. During this phase of work we <br />develop 30%, 60%, 90% and 100% construction documents <br />for the project, based on the final approved design. The <br />documents include construction plans, specification and <br />cost estimates, which will be submitted and reviewed <br />according to the project schedule. We have found it very <br />helpful to assemble the entire design team for each of the <br />review meetings to insure good coordination. During the <br />Documentation phase of the recently constructed City <br />of Boynton Beach's Congress Avenue Park, for example, <br />the City and design team met monthly to review plans, <br />specifications, product samples, design details, cost <br />estimates and permit submittals. <br /> <br />Following the "5D" approach, we apply the following <br />"Additional Comprehensive Steps": <br /> <br />Quality Assurance I Quality Control <br />During the documentation phase we use our AECOM quality <br />assurance/quality control process. Our Quality Assu~ance/ <br />Quality Control benefits are maximized through a well <br />defined process of communication involving all levels of the <br />project team, along with a clear definition of project control <br /> <br />and coordination activities. We utilize an in-house QAlQC <br />"peer review" group to oversee the production of the final <br />documents to assure their completeness and appropriate <br />level of detail. The peer review team will involve senior <br />architects, landscape architects and engineers who are <br />experienced with the design and detailing of facilities <br />similar in scope and complexity. The peer review team will <br />check for accuracy, clarity, consistency, proper level of <br />detail, compliance with all programming information and <br />regulatory procedures and practices. <br /> <br />Permitting, Bidding and Construction Administration <br />AECOM has been a fixture of the Miami area Architectural/ <br />Engineering industry for more than 80 years. Du ring that <br />time frame the firm has planned and designed more <br />projects than any other AlE firm in Miami that have gone <br />through the local permitting process. For this reason, <br />our firm has developed a solid working relationship with <br />the various agencies with whom our team will need to <br />coordinate with in order to ensure the timely delivery of <br />the Intracoastal Parks. Our extensive knowledge of local <br />conditions, permitting and approval procedures, and <br />construction industry has allowed us to recognize and <br />avoid the common pitfalls of this complicated process. Our <br />hands-on experience with all of the Regulatory Agencies <br />who will be involved with projects located within the City <br />of Sunny Isles Beach will be extremely beneficial to the <br />City. <br /> <br />Bid assistance will include conducting a prebid meeting <br />with prospective contractors, answering bidders' <br />questions, clarifying the final construction documents <br />and project schedule, issuing required addendas, and <br />evaluating submitted bids. Upon receipt of the bids, we <br />will work with the City of Sunny Isles Beach to evaluate the <br />best construction value and provide recommendations for <br />efficient contractor selection. <br /> <br />Our construction observation services can ensure quality <br />and efficient implementation conforming to the final <br />construction documents and environmental permits and <br />agreements.
