<br />Summary of Experience
<br />
<br />Mr. Decker specializes in engineering and environmental plan-
<br />ning for projects located in the coastal zone. He has over 32 years
<br />experience as a consulting engineer. Working with Gee & Jenson
<br />Engineers, Architects and Planners as a coastal engineer and
<br />project manager from 1978 to 1992, his responsibilities included
<br />numerous engineering assignments as well as office management.
<br />In 1992, he joined Applied Technology and Management, Inc. as a
<br />partner and Director of South Florida Operations. He helped ex-
<br />pand A TM's operations to include three offices in the South Florida
<br />and Caribbean region. In March 2000, Mr. Decker formed East Bay
<br />Group, LLC, a consulting firm primarily specializing in the planning,
<br />design and financing of waterfront infrastructure. The firm serves
<br />marina, resort, residential, commercial and public style develop-
<br />ments. Solving the unique problems associated with development
<br />in the coastal setting has been the primary focus of Mr. Decker's
<br />career. Some of his project experience follows.
<br />
<br />Port and Dred~in~ Proiect Experience
<br />
<br />. Atlantic Dry-Dock and Marina, Jacksonville, Duval County,
<br />Florida - Project Manager responsible for environmental
<br />permitting of a shipyard expansion, including dredging a
<br />portion of the St. Johns River to -55 ft MLW to accommodate
<br />a large dry-dock.
<br />. Dredge Spoil Management Study, Canaveral Port Authority,
<br />Brevard County, Florida - Project Manager responsible for
<br />performing a detailed alternatives analysis for the Corps of
<br />Engineers to address the long-term maintenance dredge
<br />spoil requirements and alternatives for the Canaveral Port
<br />Authority.
<br />. Trident Wharf Configuration Study, Kings Bay, Georgia -
<br />performed current and sediment studies in the St. Mary's
<br />River in support of Kings Bay Trident Submarine Wharf Con-
<br />figuration Studies. Extensive tide, current and bottom sedi-
<br />ment data was gathered to assess shoaling and erosion
<br />rates. A detailed sub-water inspection was also accom-
<br />plished at the existing Kings Bay Wharf.
<br />. Maintenance Dredging, Port of Palm Beach District - Re-
<br />sponsible for permitting the maintenance dredging of port's
<br />
<br />turning basins and slips. This effort included authorization of
<br />the project for future inclusion in the federal project. The
<br />permit application also allowed for extensive bulkhead repair.
<br />Dredge spoil was authorized for placement on Peanut Island
<br />and the beaches.
<br />. Cruise Ship Berth Siting, Gorda Cay, Bahamas - Project
<br />Manager responsible for evaluating Bahamian Out Island to
<br />assess the feasibility of creating a remote cruise destination
<br />for Disney Cruise Lines. Work completed included facilities
<br />site selection, berth alignment, detailed field studies to as-
<br />sess physical and environmental design considerations,
<br />dredging assessment, wave forecasting, current and tide
<br />studies and computer modeling to predict shoreline changes
<br />and slip shoaling rates.
<br />. Port Manatee Entrance Channel Deepening and Widening,
<br />Manatee County, Florida - Responsible for preparing Federal
<br />Pubic Works authorization to secure Federal matching funds
<br />for the deepening and widening of Manatee County Port
<br />Authority's entrance channel. Also responsible for preparing
<br />and processing permit applications for project dredging, spoil
<br />management and related project impacts.
<br />. Canaveral Port Authority Entrance Channel Deepening and
<br />Widening, Brevard County, Florida Project Engineer respon-
<br />sible for preparing water resources funding application for
<br />channel and harbor improvements on behalf the Canaveral
<br />Port Authority. Responsible for processing funding applica-
<br />tions and associated environmental permits allowing the Port
<br />to deepen its entrance channel to -35 to -42 feet between the
<br />Trident and Eastern Turning Basins.
<br />. Port Everglades South port I Dania Cut-off Canal Deepening
<br />and Widening, - This project was undertaken as a component
<br />of the larger West Lake Project. It involved deepening an
<br />existing navigation channel between Port La Dania and the
<br />Intracoastal Waterway adjacent south of Port Everglades.
<br />. Florida Ports Council, Tallahassee, Florida - Representing
<br />several of Florida's Deep Water Port Authorities, active par-
<br />ticipation was provided with the development of the Deep
<br />Water Port's Maintenance Dredging Program. Coordination
<br />included lobbying on behalf of Florida's Port Authorities con-
<br />cerning rulemaking pertaining to the long-term maintenance
<br />dredge permit program being proposed..
<br />. Port Canaveral West Turning Basin, Brevard County, Florida
<br />- Project Manager responsible for permitting port deepening
<br />and berthing project. This project involved extensive coordi-
<br />nation with the Corps of Engineers on the development of the
<br />project's "DDM" and Environmental Impact Statement. The
<br />development of a complex 2300-acre mitigation project to
<br />offset dredging impacts was incorporated into the plan as a
<br />component of the Federal Authorization. AAPA awarded this
<br />project their national environmental award.
