construction documents coordinating and addressing all utility <br />concerns are prepared. These plans are used for circulation <br />among stakeholders for confirmation of improvements <br />and submittal to appropriate permit agencies. Final Plans <br />will be used in bid documents. At this stage, in addition to <br />firm estimates from FP &L, an estimated cost of other utility <br />relocation will be compared against project budget. <br />Phase 3 — Bidding/Construction: <br />Step 7, Bidding: The agreement with FP &L will result in a <br />binding estimate as a turn -key project for FP &L improvements <br />only. To bid a complete scope of services, the City would bid <br />the Construction Documents as submitted for permit. Upon <br />selection of Contractor demonstrating certification from <br />FP &L, the tariff will need to be modified to account for the <br />decrease in services provided by FP &L. <br />Step 8, Construction: The key to a successful construction <br />process is adherence to schedule without cost increases and <br />minimal disruption to the public. Public involvement, although <br />a necessary component throughout the process, will be critical <br />during the construction phase to provide public awareness <br />and addressing concerns /questions. Depending upon the type <br />and extent of improvement, certification for compliance with <br />permits may be required. If desired, City could elect to have a <br />full time project representative associated with the projects to <br />act as a liaison between the City and public or handle through <br />staff.
