PROJECT SUMMARY QUALIFICATIONS <br />With more that 3 line -miles of underground services in place, <br />the City has done an exceptional job of undergrounding <br />overhead services. The remaining overhead utilities <br />consist of transmission mains, services within AIA right - <br />of -way (Collins Ave.), Golden Shores neighborhood, and <br />miscellaneous streets around Atlantic Boulevard. FP &L is <br />currently working with the City to address the Atlantic <br />Boulevard area and has engaged in preliminary discussions <br />regarding Golden Shores. With respect to physical and <br />permitting issues, these two areas are fairly straightforward <br />and present few difficulties in comparison to the issues <br />associated with the transmission lines and Collins Avenue. <br />Collins Avenue and the transmission lines will require more <br />in -depth discussion with FP &L and FDOT to better define <br />opportunities and restrictions. Relocating utilities within <br />the FDOT right -of -way will be challenging in overcoming <br />both physical and logistical issues. The physical constraints <br />of FDOT requirements, existing utilities, and potential for <br />easements on private properties, overlaid with logistical <br />constraints of FDOT and Utility approvals, coordinated <br />phasing among utilities, and necessity for minimal disruption <br />to residents requires a firm understanding of the process <br />and ability to interact with all of the stakeholders. <br />The Keith and Schnars (K &S) team has established <br />relationships with both FP &L and FDOT and a firm <br />understanding of their approval process, departments, <br />and structure. Through our past association we are able <br />to reach _key personnel within FP &L and FDOT and are <br />confident in our ability to move projects forward effectively <br />and efficiently. Since the majority of issues within Collins will <br />be resolved through these two agencies, this is a significant <br />asset to the project. <br />Relocation of transmission lines will elevate the level of <br />approval within FP &L as well as require greater involvement <br />with FDOT. Work within Collins Avenue will bring <br />challenges in permitting, minimizing disruption of traffic, <br />phasing required by FDOT and FP &L, and coordination of <br />all of these issues with other utilities within the corridor. <br />Depending upon acceptance from FDOT and physical <br />limitations, the conventional method of relocating services <br />within the right -of -way may not be available throughout <br />Collins Avenue. In this scenario additional easements <br />within private properties will be necessary introducing <br />further physical and public constraints. We acknowledge <br />the challenges and are confident in our ability to make this <br />a successful project for City. We are well suited to the task <br />and excited to be given this opportunity to present our <br />qualifications. <br />The K &S team has the right tools and relevant experience <br />to spearhead and implement the remaining undergrounding <br />projects within the City. Our team has the ability effectively <br />identify issues and facilitate solutions. We have provided <br />similar services extensively to local municipalities and <br />government agencies and understand the importance of <br />quality service and clear communications in presenting <br />project information and addressing public concerns. <br />TEAM OVERVIEW <br />As a full service firm with a comprehensive list of services, <br />K &S is able to provide all of the services required for this <br />project in- house. To enhance the firm's abilities, we have <br />teamed with Douglass Consulting Services. As a company <br />made up of ex -FP &L personnel, Douglass Consulting offers <br />additional design expertise and established relationships <br />with FP &L staff. Access to all services is provided through <br />a single point of contact; for these projects, we have <br />committed Tim Hall, P.E.,Vice President of Civil Engineering <br />as the point of contact for the City. <br />K &S has a long and extensive resume of utility relocation <br />within public right -of -ways and coordination projects. As a <br />consultant to FDOT as well as through other municipal and <br />private projects, we have coordinated and designed right -of- <br />way improvements within public right -of -way and designed <br />specific utility relocation plans. We have confidence in our <br />knowledge to identify and resolve issues related to relocating <br />utilities. Under a general service agreement with FDOT, <br />we have provided utility relocation services for numerous <br />projects and understand their concerns. In September of <br />2009 K &S was selected by the City of Fort Lauderdale <br />to facilitate their undergrounding efforts within several <br />communities. Through our involvement we have gained a <br />firm understanding of the process and requirements for <br />undergrounding agreements with FP &L. <br />Douglass Consulting is a firm formed by ex -FP &L <br />personnel with multiple years of experience working on <br />in -house design and coordination. They bring with them <br />an understanding of FP &L design requirements as well as <br />established relationships and access to key personnel within <br />FP &L. Both their previous design experience and recent <br />efforts confirm their understanding of FP &L design criteria <br />as well as efforts to underground overhead utilities. <br />The K &S team has is qualified to provide the full variety <br />of services required for undergrounding projects including <br />survey, utility locates, coordination and relocation of existing <br />utilities, plan preparation, permitting, lighting, bid packages, <br />ICUM and SCHNARS, P.A. <br />RoRm& j�ji LOCAL FIRM <br />RFC #12 -04 -05 PAGE 5 <br />
