PROJECT SUMMARY QUALIFICATIONS With more that 3 line -miles of underground services in place, the City has done an exceptional job of undergrounding overhead services. The remaining overhead utilities consist of transmission mains, services within AIA right - of -way (Collins Ave.), Golden Shores neighborhood, and miscellaneous streets around Atlantic Boulevard. FP &L is currently working with the City to address the Atlantic Boulevard area and has engaged in preliminary discussions regarding Golden Shores. With respect to physical and permitting issues, these two areas are fairly straightforward and present few difficulties in comparison to the issues associated with the transmission lines and Collins Avenue. Collins Avenue and the transmission lines will require more in -depth discussion with FP &L and FDOT to better define opportunities and restrictions. Relocating utilities within the FDOT right -of -way will be challenging in overcoming both physical and logistical issues. The physical constraints of FDOT requirements, existing utilities, and potential for easements on private properties, overlaid with logistical constraints of FDOT and Utility approvals, coordinated phasing among utilities, and necessity for minimal disruption to residents requires a firm understanding of the process and ability to interact with all of the stakeholders. The Keith and Schnars (K &S) team has established relationships with both FP &L and FDOT and a firm understanding of their approval process, departments, and structure. Through our past association we are able to reach _key personnel within FP &L and FDOT and are confident in our ability to move projects forward effectively and efficiently. Since the majority of issues within Collins will be resolved through these two agencies, this is a significant asset to the project. Relocation of transmission lines will elevate the level of approval within FP &L as well as require greater involvement with FDOT. Work within Collins Avenue will bring challenges in permitting, minimizing disruption of traffic, phasing required by FDOT and FP &L, and coordination of all of these issues with other utilities within the corridor. Depending upon acceptance from FDOT and physical limitations, the conventional method of relocating services within the right -of -way may not be available throughout Collins Avenue. In this scenario additional easements within private properties will be necessary introducing further physical and public constraints. We acknowledge the challenges and are confident in our ability to make this a successful project for City. We are well suited to the task and excited to be given this opportunity to present our qualifications. The K &S team has the right tools and relevant experience to spearhead and implement the remaining undergrounding projects within the City. Our team has the ability effectively identify issues and facilitate solutions. We have provided similar services extensively to local municipalities and government agencies and understand the importance of quality service and clear communications in presenting project information and addressing public concerns. TEAM OVERVIEW As a full service firm with a comprehensive list of services, K &S is able to provide all of the services required for this project in- house. To enhance the firm's abilities, we have teamed with Douglass Consulting Services. As a company made up of ex -FP &L personnel, Douglass Consulting offers additional design expertise and established relationships with FP &L staff. Access to all services is provided through a single point of contact; for these projects, we have committed Tim Hall, P.E.,Vice President of Civil Engineering as the point of contact for the City. K &S has a long and extensive resume of utility relocation within public right -of -ways and coordination projects. As a consultant to FDOT as well as through other municipal and private projects, we have coordinated and designed right -of- way improvements within public right -of -way and designed specific utility relocation plans. We have confidence in our knowledge to identify and resolve issues related to relocating utilities. Under a general service agreement with FDOT, we have provided utility relocation services for numerous projects and understand their concerns. In September of 2009 K &S was selected by the City of Fort Lauderdale to facilitate their undergrounding efforts within several communities. Through our involvement we have gained a firm understanding of the process and requirements for undergrounding agreements with FP &L. Douglass Consulting is a firm formed by ex -FP &L personnel with multiple years of experience working on in -house design and coordination. They bring with them an understanding of FP &L design requirements as well as established relationships and access to key personnel within FP &L. Both their previous design experience and recent efforts confirm their understanding of FP &L design criteria as well as efforts to underground overhead utilities. The K &S team has is qualified to provide the full variety of services required for undergrounding projects including survey, utility locates, coordination and relocation of existing utilities, plan preparation, permitting, lighting, bid packages, ICUM and SCHNARS, P.A.
