RESPONSE TO SECTION 3.2 TECHNICAL REQUIREMENTS <br /> BACK OFFICE SYSTEM <br /> Description: Back Office solution provides a seamless automatic management/ interface point <br /> for the systems (meaning that all updating/communications are performed through a single <br /> central server) but also facilitates the simple query of the collected data through any LAN <br /> connected PC. All data will be streamed from the remote cameras to the back office server. <br /> Server will be provided by the awarded proposer. <br /> System shall provide the ability to continuously and automatically scan, capture, store, display, <br /> process and interpret images of license plates within range of the equipment without any action <br /> by the patrol officer. This means that the system shall continue to operate in the background <br /> when the operator is dealing with any 'alarm' or other function of the system. The system shall <br /> capture and store the following data for any and all license plates scanned: vehicle license plate <br /> image (infrared), interpreted license plate number, color license plate image, color overview of <br /> the identified vehicle, date stamp, time stamp, GPS location of vehicle, type of offense or <br /> database (if a match or hit occurs against one of the target databases containing vehicles of <br /> interest), this data shall be stored in an encrypted format. <br /> • System shall be capable of reading license plates from all cameras simultaneously. Vendor will <br /> provide all the necessary software, equipment and infrastructure to monitor vehicle traffic. <br /> IRON SKY RESPONSE <br /> Iron Sky fully meets and exceeds this requirement. <br /> Iron Sky will provide all hardware, software and services necessary to successfully deliver the <br /> system. Iron Sky is proposing Vigilant Video's fixed-location License Plate Recognition (LPR) <br /> system for this project. Vigilant Video has been developing analytic and license plate <br /> recognition software for 17 years and has the most impressive LPR solution on the market. <br /> Their fixed-location License Plate Recognition solution, CarDetector Fixed System (CDFS), was <br /> developed as a response to the wide adoption of their CarDetector Mobile system which has <br /> been installed in over 1,200 vehicles across the country. Vigilant Video is the sole developer of <br /> their software and does not rely on any 3rd party software which ensures the system maintains <br /> the highest operational standards and allows Vigilant Video to be extremely responsive to end <br /> user requests for new functionality. <br /> Vigilant Video has developed several innovative and industry leading applications such as its <br /> Mobile LPR App which allows officers to take pictures of license plates using their smartphone <br /> and run them instantly against hot lists for real-time analysis in the field. More importantly, <br /> Vigilant Video developed a solution that allows law enforcement agencies to share LPR <br /> detection data with other law enforcement agencies via the hosted LEARN server that is located <br /> in a Level One FBI Audited Data Center.
