The City Attorney's Office has <br />investigated the matter as it relates to one of Lukes' employees. Based on his investigation, the City <br />has advised staff it can proceed with the original recommendation that it made for landscaping <br />services at the Commission meeting on July 19, 2012. Since the City Commission meeting on July <br />19th, staff had conducted additional due diligence to determine whether the, proposers are able to <br />perform to the standards that the City may require. Specifically, staff met with the proposers to <br />discuss scope of work issues and mobilization. <br />Based on these interviews and proposal reviews, and after receiving clarification from the City <br />Attorney, I find that Lukes is the most responsible and responsive bidder whose proposal best <br />serves the interests of, and represents the best value to, the City per Section 62-8 of the City Code. <br />The enumerated factors include, but are not limited to, (1) capacity, ability and skill of the provider <br />to perform the contract, (2) whether the provider can perform the contract within the time specified <br />without delay or interference, and (3) the quality of performance of previous contracts by the <br />provider. Lukes Sawgrass Landscaping, Inc. meets or exceeds all factors outlined in Section 62-8 of <br />the City Code. Notably,Lukes was the City's landscaper for several years prior to the City retaining <br />the services of another vendor. <br />Agenda Item C <br />Date 1-2 ( - IiZ.
