L) LYNN M.
DANNHEISSER
MEMORANDUM
TO: George "Bud" Scholl, Mayor
Dana Goldman, Vice Mayor
Isaac Aelion, Commissioner
Jeanette Gatto, Commissioner
Larisa Svechin, Commissioner
cc: Christopher J. Russo, City Manager
Hans Ottinot, City Attorney
Susan Simpson, Assistant City Manager
FROM: Lynn M. Dannheisser, CMP Consultant
DATE: October 19, 2017
RE: Establishing the City's Public Art Program
In the past year, this Commission made a commitment to implementing the Sunny Isles
Beach Cultural Master Plan. The plan was created for the purpose of"embracing the role the arts
and culture play in community building, raising a city's profile, creating a welcome sense of
place and encouraging investments... and broader economic development.i1
I have been tasked with creating the City's first Public Art Program. Goal 2 is to leverage
the Arts and Culture for Creative Placemaking.2 The packet before you contains the initial
elements of a public art program for your consideration and adoption. The packet contains:
a) the prototype of our proposed public art program and guidelines;
b) the Resolution creating a Public Art Advisory Committee;
c) the "Call" to populate the PAAC.
This program represents a compilation of my research of public art programs around both
the state of Florida and the nation. My intention was to incorporate the best and most appropriate
elements of each such plan from elsewhere specifically for our City. (Just as an aside, I have also
made inquiries as to what has been successfill and what things may not have worked so well and
why.) These criteria attempts to also incorporate the lessons we have learned in our own
'CMPp.12
2 CMP p. 28. Rationale for this goal is:
•to overcome the City's challenges in pedestrian flow and "legibility";
• to create identity( brand)and upgrade the aesthetics of the public realm,
•to encourage the citizens to get out and mingle;
•foster community engagement portion of the Plan for the City.
LYNN M.
