<br />City of Sunny Isles Beach |Request for Proposal No. 17-11-01 17 <br /> <br /> Section 3 <br />Scope of Services / Technical Specifications <br /> <br />3.1 SCOPE OF SERVICES <br /> <br />The City of Sunny Isles Beach is inviting licensed towing firms to submit qualifications and proposals <br />to the City for a multi-year exclusive agreement for citywide wrecker towing services. Contract <br />scope includes the removal and storage of vehicles and equipment that are creating a traffic hazard, <br />abandoned, disabled from a traffic crash, City Vehicles, or for non-consensual removal of vehicles <br />from public streets and areas within the City. The City of Sunny Isles Beach intends to enter into <br />an agreement with two (2) or more successful proposers to provide towing services on a month- <br />to-month rotating basis. The proposer(s) will provide 24 hour towing services, 365 days per year. <br />The proposer will supply the City with priority services. <br /> <br />Proposer shall specify in their proposal one or two (1-2) subcontractors that may be called upon to <br />perform services in an emergency situation. The proposer shall notify the City representative of <br />the successful hand-off to the subcontractor. Contractor and subcontractor facilities shall be within <br />7-mile radius of the City, available equipment/storage facility are subject to inspection by the <br />City. <br /> <br />3.2 MINIMUM QUALIFICATIONS <br />Firms shall meet the qualifications as follows, to include but not be limited to the following: <br /> <br />1. To be eligible to provide towing services for the City, firms must maintain an office and adequate <br />storage facility located within a seven (7) mile radius of the Government Center <br />located at 18070 Collins Avenue, City of Sunny Isles Beach, Florida. Location shall be properly <br />identified by signs on the exterior of the structure, i.e. visible from the adjacent access road. <br /> <br />2. Firms must demonstrate that they have successfully completed services similar to those specified <br />herein. <br /> <br />3. Firms must be regularly engaged in the towing business, be fully licensed to perform the work <br />described herein, have prior successful experience in providing similar services during the past <br />three (3) years, have satisfactory financial support, required equipment, staff, and organization <br />sufficient to ensure that they can satisfactorily provide the services if awarded an exclusive service <br />agreement. <br /> <br />4. Successful contractor shall not have any pending criminal or admi nistrative charges against the <br />firm, principal owners, partners, corporate officers, or management employees. <br /> <br />5. Twenty-four hour service for release of towed vehicles shall be available. <br /> <br />6. Ability to provide two (2) operators on duty at all times to avoid delays and be able to respond <br />to scene within thirty (30) minutes. <br />
