REASONS: Florida State Statute Chapter 287 requires that engineering, architectural, landscape architectural, and land surveying/mapping consulting services for projects with a construction cost in excess of $325,000 but less than $2,000,000 or fees for study activities in excess of $35,000 but less than $200,000 be procured by a qualifications based selection process; services are delivered via a Continuing Services contract. Professional services for projects lower than the limits listed above can be awarded to a firm of the City's choice and professional services for projects in excess of the limits stated above must be procured via a separate solicitation or RFQ. Earlier this year, the City issued RFQ 12-04-02 to qualify firms for Continuing Services Contracts, however, no official action has been taken to date related to the responses received. This request is for authorization to negotiate Continuing Services Contracts with several firms to give the City flexibility to select the firm deemed best suited for a particular project if needed and when needed.
