Russo: City Manager
FROM: Stan Morris, Deputy City:Manager
DATE: 1/18/2018
RE: Drug-Free Workplace Program Policy Amendments
•
RECOMMENDATION:
• It is recommended that the City Commission consider the attached
resolution approving the City of Sunny Isles Beach Drug-Free
Workplace Program Policy, as amended. •
REASONS:
The City of Sunny Isles Beach is a sub-recipient of the American
Recovery and Reinvestment Act (ARRA) grant funds administered
through Miami-Dade Transit (MDT). MDT is the grantee of the Federal
Transit Administration (FTA). All sub- recipients are required to have a
Drug-Free Workplace Program Police that include specific elements
covered in the FTA Regulations 49CFR Part 655.
On January 1, 2018, the U.S. Department of Transportation (DOT)
revised the drug testing program. In addition to the existing DOT drug
testing panel that includes marijuana, cocaine, amphetamines,
phencyclidine (PCP), and opiates; employees will also be tested for
four semi-synthetic• opioids (i.e., hydrocodone, oxycodone,
hydromorphone, oxymorphone). Some common names for these semi-
synthetic opioids include OxyContin®, Percodan®, Percocet®,
Vicodin®, Lortab®, Norco®; Dilaudid®, Exalgo®. These changes will
require us to update our current Drug &Alcohol'policies, and revise the
information being presented in the Drug & Alcohol Training program
•
60
