This <br /> special relationship is based on the fact that the City contributed $12.5 <br /> million to construct the school and has continued to provide financial <br /> and in kind services to the school throughout its history. In terms of in- <br /> kind services, the City has allocated a school resource police officer to <br /> the school and has continuously provided traffic safety service with <br /> police officers and crossing guards. The City has allowed the school to <br /> use Pelican Park as a facility for school recreation activities. <br /> Additionally, the City has made its resources available to the school to <br /> ensure the safety of the children since our school first opened. City and <br /> school officials have always and are currently working diligently on ways <br /> to make our school safer. However, it is important to note that in certain <br /> areas that the City has no authority to act. For example, the regulations <br /> of firearms has been preempted to the Florida Legislature, and the City <br /> Commission lacks the authority to legislate in this area. The impetus for <br /> the Legislature to take action is clearly there. <br /> As the Mayor of this City, I certainly believe more should be done to <br /> 27 <br />
