(Pinnacle) was contracted by the Town of Hillsboro Beach under a <br />professional services contract with Moffat and Nichol to conduct pre-construction and post-construction environmental <br />assessment surveys for beach jacquemontia (Jacquemontia reclinata) and winter shorebirds and seabirds associated <br />with the Hillsboro Beach Renourishment Truck Haul Project. The surveys were performed in p artial support of <br />environmental resource permit requirements (US Army Corps of Engineers Permit No.: SAJ -1997-02355(SP-LCK). <br /> <br />Winter shorebird and seabird surveys were conducted according to the Florida Shorebird Alliance’s Winter Shorebird <br />Survey and Florida Fish and Wildlife Conservation Commission (FWC) protocols, on a 2 km stretch of beach that was to <br />be renourished as part of an emergency nourishment project after the passing of Hurricane Irma. Two surveys were <br />conducted before the start of construction (February 12 and 28) to establish a baseline for the presence of sea and <br />shorebirds in the project area. The total area surveyed along the beach was 32,930 m 2, 294 birds were recorded <br />belonging to eight (8) species between the two surveys. All but one of the species was present during both surveys with <br />Black-bellied plovers (Pluviali squatarola) only being present in the second survey. The most common species recorded <br />was the sanderling (Calidris alba) which represented 43% of all birds sighted, the second most common birds were the <br />ring-billed gulls (Larus delawarensis). None of the species, identified as focal species by the FWC were observed during <br />the initial surveys. No birds with injuries were recorded during the first survey but two birds with injur ies to their legs were <br />observed during the second survey. There was a 26% decrease in the number of birds observed during the second <br />survey. A post-construction survey will be conducted upon completion of the project to assess the differences in bird <br />abundance and species composition between the pre-construction assemblage and the post-construction assemblage. <br /> <br />Additionally, surveys were conducted to locate and mark the location of J. reclinata which is a flowering plant endemic to <br />southeastern Florida and is listed as Endangered in the Endangered Species Act of 1973, as amended (ESA). The <br />surveys were conducted along the beach and the sand dunes where present, the upland beach access corridor and the <br />staging area. No plants were observed on the beach or dunes, but one stand was observed in the staging area. The <br />stand consisted of 5-7 stems with 1 or 2 white flowers each. A 25 ft. wide buffer area was marked around the plant to <br />prevent it being trampled. Upon the second survey, the buffer area had been reduc ed to accommodate trucks needing to <br />turn towards the beach to deliver sand, and the plants had lost all their flowers. A post -construction survey will be <br />conducted to assess the state of the plants after the end of construction and to remove any markings, as required by <br />FWC. <br />. <br /> <br /> <br /> <br />116
