Village of EsteroSunny Isles Beach RFQ 18-02-01 | Marine and Coastal Professional Engineering Consulting Services <br />ENVIRONMENTAL ENGINEERING <br />APPROACH The Environmental Engineering Services under this contract will be provided by Humiston and Moore Engineers, PA (H&M) in concert with CSA Ocean Sciences, Inc. (CSA) and Pinnacle Ecological, Inc. <br />Approach to Services – The CGA Team maintains considerable experience in project coordination, in-water support, sensitive habitat access and operation, and regulatory coordination. Our experience gained from managing and conducting seagrass habitat assessments, water quality monitoring projects, and nearshore hardbottom monitoring surveys since the early 2000s will enable us to properly manage all aspects of the proposed project and adhere to the budget and schedule. Upon contract award and prior to field activities, the CGA Team will work closely with the City to plan and coordinate designated activities and field survey efforts. <br />Review of Previous DataThe CGA Team will conduct a thorough review of previous environmental monitoring results from the Sunny Isles Beach Municipal Beach area in order to fully understand the status and trends of the habitats within the project area. This will include familiarizing staff with the Sunny Isles Reef Restoration Project and Offsite Mitigation Project artificial reef monitoring as well as the 2017-2018 truck haul beach renourishment on Sunny Isles Beach (concluded in February 2018). <br />Field ActivitiesThe CGA Team will provide AAUS-certified marine biologists from who are Subject Matter Experts in hardbottom, artificial reef, and seagrass habitats to <br />guide and conduct all field activities, including the data collection and QA/QC process. We anticipate the activities listed below to be conducted following standard methodologies approved by Florida Department of Environmental Protection (FDEP) and National Marine Fisheries Services (NMFS) and within the specifications of Miami-Dade County Beach Erosion Control Master Plan, as applicable.• Environmental station and transect establishment• Survey of permanent monitoring transects• Line-intercept for sediment cover• Interval sediment depth measurements• Benthic quadrat characterization assessments• Video and photographic documentation• Water quality monitoring• In-situ hardbottom, artificial reef, and seagrass delineation <br />Deliverables and ReportsData deliverables and reports will be provided to Humiston & Moore and the FDEP, with conformance to requirements and schedules set forth in state (FDEP) and federal (USACE) permits. Comprehensive raw data deliverables will be provided on external hard drives or by other electronic means within 60 days of field survey activity completion, or as specified by FDEP, USACE, or Florida Fish and Wildlife Conservation Commission permits, and will include all video data, biological quadrat data in Excel spreadsheet format, point count files and spreadsheets, draft GIS shapefiles, and *.pdf copies of field data sheets, as applicable. <br />12
