<br />City of Sunny Isles Beach |RFP Disaster Debris Management and Disposal Services 18-04-02 16 <br /> <br />(3) Dividing total requirements, when economically feasible, into smaller tasks or quantities to <br />permit maximum participation by small and minority businesses, and women's business <br />enterprises; <br />(4) Establishing delivery schedules, where the requirement perm its, which encourage participation <br />by small and minority businesses, and women's business enterprises; <br />(5) Using the services and assistance, as appropriate, of such organizations as the Small Business <br />Administration and the Minority Business Development Agency of the Department of Commerce. <br />(6) Requiring the prime contractor, if subcontracts are to be let, to take the affirmative steps listed <br />in paragraphs (1) through (5) of this section. <br />2.14 SAFETY STANDARDS <br /> <br /> The Contractor(s) shall adhere to the Florida Department of Transportation’s Uniform manual <br /> on Traffic Control for construction and maintenance work zones when working on or near a <br /> roadway. It will be the sole responsibility of the Contractor to make themselves and their <br /> employees fully aware of these provisions, especially those applicable to safety. Contractor(s) <br /> will identify any possible health/safety risks during debris monitoring and collecting activities <br /> and immediately address any deficiencies. This includes appropriate use of Per sonal <br /> Protective Equipment (PPE); vehicle spacing and traffic concerns both in the field and at the <br /> Temporary Debris Management Sites (TDMS) and ensuring any equipment used is <br /> appropriate for the task and is operating correctly. <br /> <br />1. The Contractor shall be solely responsible for pedestrian and vehicular safety and control within <br />the assigned workspace and shall provide the necessary warning devices, barricades, and other <br />devices necessary to meet federal and local requirements. At a minimum, one flag pe rson shall be <br />posted at each loading site to direct traffic. <br />2. Closure or blocking of public streets and other rights-of-way shall not be permitted unless prior <br />arrangements have been made with the Contract Manager and is coordinated with appropriate <br />departments. Traffic control is the responsibility of the Contractor and shall be accomplished in <br />conformance with local traffic codes. <br />3. Contractor shall be responsible for traffic control, dust control, erosion control, fire protection, <br />on-site roadway maintenance, and safety measures at the temporary debris staging sites. The <br />Contractor shall comply with all federal, state, and local safety regulations. <br />4. The traffic control personnel and equipment shall be in addition to the personnel and equipment <br />required for debris removal and hauling.
