<br />City of Sunny Isles Beach |Request for Proposals Disaster Debris Monitoring No. 18-04-03 12 <br /> <br /> <br /> <br />2.5 MULTIPLE AWARD <br /> <br />The City may award multiple Bidders (primary and secondary) as available, by line item, by group, <br />or in its entirety, as deemed the best interest of the City. The City will endeavor to utilize Bidders <br />in order of award. It is the intent of the City to award a Primary and a Secondary Consultant for <br />services to be provided to the City under this proposal. The Primary Consultant shall be the initial <br />firm mobilized by the City. The Secondary Consultant will be utilized in instances where the scope <br />of the event merits additional resources to assist the Primary Consultant, or if the Primary <br />Consultant has defaulted its contract. However, the City may utilize other Bidders in the event <br />that: 1) a contract Bidder is not or is unable to be in compliance with any contract or delivery <br />requirement; 2) it is in the best interest of the City to do so regardless of reason. <br /> <br />2.6 NOTICE TO PROCEED <br />The City shall issue an official Notice to Proceed for the services referenced in this RFP and resulting <br />contract. The Notice to Proceed shall be sent by email and followed by regular mail. Under no <br />circumstances shall the City be liable for any services rendered unless the written Notice to Proceed <br />has been sent and received by the Consultant. The Consultant must acknowledge receipt of the <br />written Notice to Proceed. The Consultant shall begin preparation for mobilization immediately after <br />receiving the Notice to Proceed and be fully operational within forty eight (48) hours. If emergency <br />road clearance is needed, Consultant shall have crews working within twenty-four (24) hours. The <br />City may issue a Notice to proceed twenty-four (24) to forty-eight (48) hours prior to a storm event <br />depending upon the magnitude of the event in order to allow sufficient time to prepare for <br />commencement of operations. <br />2.7 BID BOND <br />Consultants must submit their original bid security (bid bond) at time of the bid. Required Proposal <br />Security: <br /> <br />a. Each Proposal must be accompanied by Proposal Security made payable to the City of Sunny <br />Isles Beach, in the amount of five thousand dollars ($5,000) Bid Bond issued by a licensed Surety <br />having a registered agent in the State of Florida. Personal or business checks are not acceptable <br />unless such checks are certified. <br />b. Consultants must submit a scanned copy of their bid security (bid bond form or cashier’s check) <br />with their bid copy. <br />c. Consultants must submit their original bid security (bid bond) at time of the bid due date, or <br />they will be determined as non-responsive. The original Bid Bond shall be in a sealed envelope and <br />attached within the response package submitted by the RFP deadline. <br />d. The Proposal Security of the successful Consultant will be retained until such Consultant has <br />executed the agreement, whereupon the Proposal Security will be returned. If the successful
