<br />City of Sunny Isles Beach |Request for Proposals Disaster Debris Monitoring No. 18-04-03 33 <br /> <br /> <br /> Section 4 <br />Evaluation Process <br /> <br />4.1 Review of Proposals For Responsiveness <br /> <br />Each proposal will be reviewed to determine if the proposal is responsive to the submission <br />requirements outlined in the solicitation. A responsive proposal is one which follows the <br />requirements of this solicitation that includes all documentation, is submitted in the format <br />outlined in this solicitation, is of timely submission, and has the appropriate sign atures as <br />required on each document. Failure to comply with these requirements may result in the <br />proposal being deemed non-responsive. The City reserves the right to select the Consultant <br />who represents the best value, and to accept or reject any proposal submitted in response <br />to this solicitation. <br /> <br /> EVALUATION METHOD AND CRITERIA <br />The City will consider the following factors below in evaluating the qualifications of the <br />bidders: <br /> <br />QUALIFICATIONS AND EXPERIENCE <br />1. i. Firm’s background, history and overall experience. <br />ii. Firm’s expertise and experience in performing proposed work. <br />iii. Firm's experience in filing and receiving Federal and State reimbursements. <br />iv. Staff experience and resumes- specifically, operational and administrative <br />personnel assigned to the City. <br />v. Certified Minority/Woman Business Enterprise participation and/or Small <br />Business Enterprise participation <br />OPERATIONAL PLAN FOR THE CITY <br />2. i. Response times and operational plans for monitoring debris recovery. <br />ii. Procedures for documentation and verification functions. <br />iii. Organizational structure of firm, chain of command, subcontractor's plan. <br />iv. Onsite emergency response and communications. Quality control and <br />customer service plans. <br />RESOURCES AND AVAILABILITY <br />3. i. Plan for managing multiple Florida-based debris monitoring contracts. <br />ii. Demonstrated financial capability <br />PAST PERFORMANCE <br />i. Reference Checks.
