His past years of project management experience with FEMA, <br /> both prior to and after its incorporation into the Department of Homeland Security, provide him with the <br /> knowledge to ensure all applications for reimbursable work are correctly made and documentation in the <br /> field is adequate for later funding. Mr. Hitchcock has a Bachelor's degree in Civil Engineering from the <br /> University of California Los Angeles (UCLA). <br /> PROFESSIONAL EXPERIENCE <br /> o Project Officer for the U.S. Department of Homeland Security — FEMA. During time with <br /> Department of Homeland Security, had experience following 7 hurricanes and the September 11 <br /> terrorist attacks <br /> ° National Project Officer—FEMA. Worked for Disaster Relief including supervision and training of <br /> personnel. <br /> o Project Administrator — FEMA. Worked with local government on FEMA's behalf to identify <br /> damage or disaster-related costs, develop a scope of work eligible for Federal funding, prepare <br /> cost estimates, and prepare grant documents capturing the information for processing of various <br /> categories A-G <br /> • Hurricane Katrina 2005. Coordinated monitoring and oversight for debris operations with FEMA <br /> during the relief efforts for in the Gulf Coast and South Florida areas; Participated in efforts for <br /> individual assistance as well as public assistance pertaining to damage assessments for Federal <br /> eligibility of funding <br /> • Hurricane Isabel, Charley, Frances, Ivan, and Jeanne, and September 11 terrorist attacks. <br /> Supervised and trained personnel on disaster response and relief efforts including monitoring <br /> debris disposal, removal operations, mobile home operations, and construction inspections; <br /> Participation in kick-off meetings and completion of Project Worksheets for all Categories A-G; <br /> Participation in planning, coordinating, and scheduling of FEMA Public Assistance issues <br /> pertaining to eligibility guidelines <br /> • Hurricane Andrew 1992.
