® With DP&O she represents the Tennessee Valley Public Power Authority for 1-EMA/federal <br /> compliance for utilities and Mississippi Public Utilities Managers association promoting a <br /> Regional Response and Recovery plan with Emergency Operation Procedures for Incident <br /> management, Response, Damage Assessments, Emergency Costs Documentation and Recovery. <br /> DP&O is requested to participate in IAEM (International Association of Emergency Managers) <br /> I+EMA Caucus quarterly discussions of current FEMA trends and issues for applicant's <br /> reimbursements. <br /> She has provided the following requested presentations: <br /> -TVPPA, August 2015, "FEMA Requirements for Reimbursement, Specific for Utilities". <br /> -Edison Electric Institute, May 2015 "Grid Resiliency and Business Continuity". <br /> -TVA, May, 2016, FEMA Disaster Financial Reimbursement Requirements <br /> -MECA- Michigan Electric Cooperatives- June 21,2017 -FEMA Disaster Financial <br /> Reimbursement Requirements, and table top exercise. <br /> She formed Disaster Operations & Training (DO&T), in 2006, as a woman owned disaster <br /> emergency services firm specializing with Debris Management Planning, Response and <br /> Recovery services emphasizing State, City client representation for FEMA, FHWY, USDA, <br /> reimbursement and insurance companies. DO&T made order out of disorder for municipalities <br /> and Utility organizations and ensuring business continuity during disasters. With DO&T she <br /> excelled with claims justification preparation and analysis, and Disaster Claims Program <br /> Development and Implementation. <br /> 4110 During 2013 Gabrielle (DOT) as State Consultant with NY DHSES, assisted the Liaison to the <br /> Chief of Public Assistance and Deputy Commissioner for Super Storm Sandy. Her tasks included <br /> critical applicants support for appeals justification and critical applicant status reports for the <br /> Governor's office. She represented the State at various levels for FEMA Projects (Project <br /> Worksheets (PW)) Review, and approval at the State/FEMA initial review, State/FEMA QAQC <br /> review, and the Final PW Grantee level review and approval. <br /> During her experience with NYDHSES she prepared a document of the State/FEMA Public <br /> assistance process inefficiencies as it applied to both State and NEMA contractors regarding the <br /> internal PW preparation, review and approval process and using the FEMA "EMMIE" system. <br /> AREAS OF SPECIALIZATION <br /> D Disaster Response and Recovery-Damage assessments, Federal PA program -State, county <br /> and municipalities. <br /> D Debris Management Planning-Debris Removal Operations; Emergency Road Clearing, & <br /> TDSR operations <br /> - Earthwork, Site Remediation and Restoration <br /> D Demolition and Asbestos Removal <br /> Proposal Preparation/Bidding, Project /Contract Administration/Management <br /> Disaster Program &Operations, Inc.
