Mr. O'Dell has been involved with <br /> -. Emergency Management and developing Crisis Information Management <br /> Systems (CIMS) for over 20 years. Mr. O'Dell started his career at <br /> Virginia Tech's Management Systems Laboratory (MSL) <br /> in 1984 after graduating from Virginia Tech with a BS in PROFESSIONAL.EXPERIENCE <br /> Industrial Engineering and Operations Research <br /> (IEOR/Systems Engineering). While at MSL Mr. O'Dell • 20 yearsof developing and <br /> supported several DOE (U.S. Department of Energy) implementing Crisis Information <br /> grant initiatives that included emergency information Management Systems (CIMS) <br /> systems and simulations. Mr. O'Dell joined <br /> Westinghouse Savannah River Company in 1990 and "° ` Pioneered the,concept of <br /> worked as Senior Systems Engineer for construction of a WebEOC as the first web-based <br /> new Consolidated Emergency Response Facility CIMS and one of the original <br /> (CERF). The project was completed in March 1994 and founders of ESi <br /> 410 was judged by several groups as the best in the DOE " <br /> national complex. The project's combination of large 20 years of Emergency <br /> screen projection and unique information management Management Experience <br /> systems saved hundreds of thousands of dollars and • Installed; trained, and <br /> earned the project team an extremely rare second George <br /> implemented WebEOC for <br /> Westinghouse Signature Award for Service Excellence in hundreds of customers <br /> Logistics Engineering. During this period, his WSRC worldwide <br /> responsibilities were expanded to include management of <br /> all emergency systems related to EOC automation and 9-1-1 center operation. His work included <br /> researching, developing, and implementing various automation initiatives used nationally by DOE <br /> emergency managers. As the first to offer an internet-based emergency management information system, <br /> Mr. O'Dell and ESi®raised the bar in Emergency Operations Center(EOC) systems when they <br /> introduced WebEOC®. <br /> In 1996, Mr. O'Dell and his partners founded ESi®as a DOE/Westinghouse "spin out"company. ESi® <br /> initially was focused on 9-1-1 center systems integration and Mr. O'Dells ground breaking integration <br /> techniques developed the first integrated (radio, telephone, CAD, mapping, video, and NCIC) 9-1-1 <br /> console called the "Universal Dispatcher". The concept is in use today at nearly every 9-1-1 center in the <br /> country.
