S
David Eblen
Page I6
Key Expertise
O Public Assistance Projects
O Managing TDRS Operations
o FEMA Compliance
• Collection/Disposal
o Private Property Debris Removal
o Waterway Cleanup
• Debris Management •
411
Mr. Eblen has over 20 years of experience in risk management, asset management and disaster response/
recovery. His most recent debris related experience involved risk management and contract compliance for a
number of jurisdictions in Florida for Hurricane Hermine and North Carolina in response to Hurricane Matthew.
Mr. Eblen's risk management experience has been instrumental in contract compliance. This experience has
proved invaluable in not only ensuring our sub-contractors follow the contract but our clients getting
reimbursed and ensuring we follow FEMA guidelines. Mr. Eblen's previous experience working for multiple
disaster recovery companies prior to KDF Enterprises LLC allowed for a different outlook on the way projects
should be approached.
Mr. Eblen has experience working on disasters outside the United states, which presented many different
challenges that would not be presented to people with experience only within in the United States. One of these
projects was Haiti, after the horrific earthquake in 2010. As a risk and asset manager the project presented Mr.
Eblen with many cross government concerns of which he was able to succesfully navigate and complete.
Other projects that contribute to Mr. Eblen's experience in the disaster recovery field are the BP Oil Spill,
Hurricane Sandy, Hurricane Isaac, Alabama Tornado Outbreaks and Maryland Blizzards.
4111 KDF Enterprises, LLC RFP Disaster Debris Management and Disposal Services 18-04-02
